Background/Scope • The OMB intragovernmental transactions initiative is: • Part of the Integrated Acquisition Environment (IAE) which is one of the 24 eGovernment initiatives in the President’s Management Agenda. • The IAE has five sub-initiatives • Standard eTransactions • eCatalogs • Federal Procurement Data System • Business Partner Network • Intra-governmental Transactions • This brief deals with the last two sub-initiatives which are financially motivated • Our goals are to: • Enable DoD to meet the OMB requirements • Minimize the Impact on DoD Logistics & Finacial Systems

Key to Eliminations • A discrete unambiguous identification of government buying and selling activities and their organizational affiliation. • OMB has directed that a central registry be established for Government buying and selling activities. • It will be based on the Central Contractor Registration (CCR) concept/process • It will be called the Business Partner Network (a registry of federal activities engaged in buying and selling). • Federal Agencies will use the Dunn & Bradstreet (D&B) Data Universal Numbering System (D-U-N-S) number • DoD proposed and OMB excepted an alternative to the DUNS as the unique identifier for DoD activities • DoD will use a modified DoDAAC
