JURISDICTION OF BANGALORE CUSTOMS Bangalore Customs Commissionerate has its jurisdiction comprising of ten revenue Districts of Karnataka viz., Bangalore Urban, Bangalore Rural, Tumkur, Kolar, Mysore, Mandya, Chitradurga, Haveri, Davangere and Chamarajanagar. BANGALORE CUSTOMS COMMISSIONERATE The field formations under Bangalore Customs are :- Upto December 2011 (` in Crores) • Air Cargo Complex – Contributes 66% of total revenue - 2119 • Inland Container Depot – Contributes 28% of total revenue - 915 • Customs Division – Contributes 5% of total revenue - 159 • International Air Port – Contributes 0.10% of total revenue - 4 • Postal Appraising Division– Contributes 0.06% of total revenue - 2 Commissionerate’s Revenue upto Dec. 2011 : ` 3199 Crores
INLAND CONTAINER DEPOT • India’s first dry port, started in 1981 at Bangalore Cantonment Railway Station. Shifted to present location i.e. Whitefield Bangalore in 1993 • ICD extends over an area of 54 hectares of which 27720 sq m is fully protected and allotted for stacking containers. • There are 6 bonded warehouses with an area of 14,000 Sq m for warehousing exports as well as import cargo • Containers come by both rail (Chennai, Cochin and Tuticorin) as well as by Road. There is also Bonded truck movement from Chennai • The Customs staff at ICD also administer a CFS by Central Warehousing Corporation (CWC) which is 4 Kms. away from ICD. • Introduced EDI for exports 02.08.2004 and for imports on 21.02.2005. Migrated to ICES 1.5 version w.e.f. June 2010
AIR CARGO COMPLEX • The Air Cargo Complex started functioning in 1972, which was mostly utilized by PSUs like HAL, HMT, ITI, ISRO, BEL, etc. • Presently it caters to IT, Textile, Automobile, Jewellary sectors • Went on EDI from 19th Nov 1998 and RMS from 10th Aug 2006. Migrated to ICES 1.5 version w.e.f. 10.08.2010. • Shifted from present HAL Airport to Devanahalli from 24th May 2008
CUSTOMS DIVISION • Till 1st August 2010, under the charge of Customs Commissionerate catered to the administration (both Customs & Excise) of EOU/STP/EHTP units - Total 1633 Units. • Now all EOU/STP/EHTP units stands transferred to the jurisdictional Central Excise Commissionerates in terms of DG(EP) letter F.No.DG(EP)/EOU/120/2007, dated.18.05.2010. • Also administers bonding and debonding of goods in public and private bonded warehouses which comprises of 58 Nos of Private Bonded Warehouses & 4 Public Bonded Warehouses.
POSTAL APPRAISING DEPARTMENT • Oldest formation in Bangalore Customs Commissionerate dates back to 1970 • Located at foreign post office, museum road, Bangalore • It caters to entire state of Karnataka
BANGALORE INTERNATIONAL AIRPORT • The New BIAL Started functioning from 24.05.2008 at Devanahalli which is 40 Kms away from Bangalore Customs Hqrs. • Handles 22 Airlines operating, 288 flights per week (both in/out). • Operates flights to Frankfurt, Chicago, Bangkok, Singapore, Paris, Colombo, Muscat, Dubai, etc.,
MIGRATION TO ICES 1.5 AT A.C.C AND I.C.D. • ICES 1.5 is an enhanced modified version of the application software ICES 1.0. The entire System is hoisted on Central Server at data centre in New Delhi. The CBEC has spent Rs. 600 Crores on the IT consolidation project. • The software is developed by NIC and M/s. TCS is the System integrator for the project. The central server is located at New Delhi. • The e-payment facility was available through net banking offered by the SBI and Punjab National Bank at Bangalore. With effect from 16.01.2012, 15 other banks have been authorized to collect the customs duty through E-payment.
AERO SHOW 2011 • The Ministry of Defence, in association with CII successfully organized the Aero Show, at Yelahanka Airforce Station, Bangalore which was held from February 9 to February 13, 2011. The first Aero Show was organized in the year 1998. • A large number of civil and military aircrafts participated in the recent Aero Show. Internationally reputed companies like Boeing, Lockhed Martin and fighter jets of US Airforce, French Air Force participated in the show. CBEC has accorded special permission for the customs clearance of aircrafts as well as exhibition goods at the Yelahanka Air Force Station. • Bangalore Customs has collected Rs. 42,99,694/- on account of import duty assessed on goods imported by various importers for the Aeroshow.
TRANSSHIPMENT AT ACC 24X7 BASIS • As a response to the trade demand for permission for transshipment operations round the clock, the facility of round the clock clearance of transshipment cargo has been extended. • Public Notice No.96/2011 dated 02-11-2011 has been issued in this regard.
DOCUMENT MANAGEMENT SYSTEM AT ACC / ICD • A document Management System has been set up at Air Cargo Complex and Inland Container Depot to ensure proper bar coding, storage and retrieval of import and export dockets containing Bill of Entry and shipping Bills which has been outsourced to a leading vendor. • Important documents contained in these dockets are being scanned using high speed scanners and stored electronically in the servers.
UPDATING THE OFFENDERS DATABASE AT INTERNATIONAL AIRPORT • The software “COPS” has been obtained and installed for maintaining and updating the offenders database relating to passengers. • The list of passengers who have already come to the adverse notice of Customs has been given to the immigration department at the airport for inserting alerts in the “Advance Passenger Information System”(APIS). • Following this initiative, such passengers are being handed over by Immigration to Customs. • Such passengers are denied green channel facility and are subjected to thorough examination at the red channel.
SEVOTTAM EXCELLENCE IN SERVICE AS PER ISO 15700 • This Commissionerate has been chosen for implementation of Sevottam project. Detailed guidelines/standing orders with reference to Service Quality Manual have been issued. • The field formations have been directed to follow the Sevottam Standards with effect from 15.08.2011. • Public Grievance Officers and Public Relation Officers have been nominated for each of the formation and trade facilitation centers are also operational for guiding / clarifying the Citizens about Customs laws and procedures. • Bangalore Customs will be Sevottam certified in 2012.
INSTALLATION OF COMPACTORS • Fire retardant Compactors have been installed at Customs Headquarters/Air Cargo complex for methodical and safe storage of important records / documents. • The NIC has also made a software programme for storage and tracking of files for easy retrieval and storage.
SNIFFER DOGS FOR CHECKING DRUG TRAFFICKING • Sniffer dogs have been introduced at Bangalore International Airport with effect from 21.04.2011, with the help of the Commissioner of Police, Bangalore. • The Canine squad is being deployed in the Departure Security Hold area / Departure hand baggage check area / Departure baggage makeup area as well as arrival baggage area. • This is primarily for checking drug trafficking.
INFRASTRUCTURE • Land acquisition;- For construction of a Custom House for (Air cargo/Airport) at Devanahalli, Administrative sanction by the President of India has been accorded for acquisition of 2 acres of land at Devanahalli. • A new Customs building has been sanctioned by M/s CONCOR at ICD, Whitefield which will be completed in 2012. COMMISSIONERATE’S WEBSITE www.bangalorecustoms.gov.in is maintained and updated for the benefit of all importer/exporter/Custom House Agents with free value added service, which provides updates to all registered users.
FORMATION OF SPECIAL VALUATION BRANCH AT BANGALORE • An Exclusive SVB has come into existence at Air Cargo Complex, Bangalore. • Bangalore is fifth Customs formation to set up the SVB for Karnataka and Kerala. • The importers having transaction with related suppliers can apply for registration at Bangalore • All the files from Chennai have been transferred to SVB, Bangalore
SELF ASSESSMENT • Self assessment has been introduced in Bangalore Customs Commissionerate • No difficulties or grievances in its implementation have been brought to our notice. • RMS is functioning smoothly since August 2006. • On an average about 60% of the bills are being facilitated now without any intervention of the Customs Officers. Quicker clearance of import cargo and reduction in dwell time.
TRADE MEETINGS, SEMINARS & WORKSHOPS Successful implementation of all the schemes and procedures for the benefit of the Trade would invariably depend on the knowledge level and compliance standards of the trade and industry. Therefore, interactive sessions/workshops were conducted to educate the members of the trade so also to address their grievances. • A seminar was conducted on the Self Assessment System at Bangalore on 12-07-2011. Presentations were also made by IBM, KPMG and by Member (Budget) along with questions and answer session. • A training on SVB for trade and Customs Officers was conducted on 23.08.2011. • A special Training session in association with CII / NACEN for the benefit of the officers was conducted on Intellectual Property Rights in the month 26.08.2011. • An interactive session /workshop was held on 06.09.2011 in association with the FEIO for the benefit of CHA/Trade regarding Drawback and EODC. • A Training/Workshop on the new Drawback Schedule at ACC, Bangalore was held on 24.10.2011 by the Director (Drawback). • A Training/Workshop on the new Drawback Schedule was held on 05.11.2011 which was organized by the Bangalore Chamber of Commerce which was attended by the JS (Drawback) Sri. Najib Shah. • A Session was taken with the Bangalore Custom House Agents Association by the Commissioner of Customs on 23.12.2011 on Self Assessment and Authorised Economic Operator program. • Efforts are made to engage with major taxpayers to redress their grievances during RAC/Trade facilitation Meetings in order to reduce the dwell time and transaction cost.
CHA EXAMINATION / G CARD • An oral examination under Regulation 8 of CHALR, 2004 was conducted on 10th to 12th August, 2011 at Hqrs. Office, Bangalore. • A written Examination under Regulation 8 was conducted on 23/09/2011. • A written Examination under Regulation 19 was conducted for both CHA and Authorized Courier Agents on 11/09/2011. • A special exam for Courier Agents was held on 21.12.2011. • These measures have facilitated the CHA/courier agencies to deploy more number of qualified persons for regular conduct of clearance work. • Before examination, the CHA employees appearing for G Card examination were trained with the help of NACEN in Customs law and procedures.
OTHER TRADE FACILITATION MEASURES IN BANGALORE CUSTOMS • ICES EDI alert to prevent splitting of export consignment of duty drawback: A software application has been developed at ACC, Bangalore which was incorporated in the ICES EDI system to alert the officers of possible splitting of export consignment to avoid scrutiny. • Controlled Access of Cargo Sheds: With a view to ensure that only authorised CHA’s and their representative are permitted entry in the Cargo Sheds, Access Control System is in place. • Installation of CCTV: CCTV’s have been installed in the Customs Areas in the sheds at Air Cargo Complex to provide officers with a mechanism to monitor the activities going in the shed. • Computerization of challans for baggage duty payment: New software is being created to generate computerized challans for payment of duty to facilitate quicker clearance of passengers. • Currency Declaration Form (CDF) software has been made functional at Bangalore Airport which will be replicated at all airports across the country. • Recasting of the Panel of the Chartered Engineers for valuation of Second hand machinery and second hand goods. • Recasting of Panel of Jewellery Experts for valuation of Jewellery for export.

AN OVERVIEW OF THE CENTRAL BOARD OF EXCISE AND CUSTOMS (CBEC) • The Central Board of Excise and Customs (CBEC) is one of the Boards constituted under the statute the Central Boards of Revenue Act, 1963 (54 of 1963) • Subordinate to the Department of Revenue under the Ministry of Finance, Government of India. • It deals with the tasks of formulation of policy concerning levy and collection of Customs duties, Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise and Narcotics to the extent under CBEC's purview.
CITIZENS CHARTER • An important step in our journey towards a citizen responsive and transparent tax administration is the formulation of the Citizen’s Charter by the Department. • The Citizen’s Charter delineates our vision, commitments, the time limits within which important services shall be delivered to the citizens of our country, and what is the redressal mechanism to be invoked in case of any complaints.
ANTI-SMUGGLING / PREVENTIVE PERFORMANCE Focus is maintained on Anti-smuggling measures as a result of which Special Intelligence and Investigation Branches at ICD, Air Cargo Complex, Preventive, CIU and Air Intelligence units have detected a large number of cases, details of which are as below:
