What is RGPSA? • With a view to ensure an all rounded strengthening of Panchayats, the Ministry of Panchayati Raj, Govt. of India has decided to merge all the existing small schemes like RGSY, PMSA, PEAIS etc. into an innovative umbrella scheme called Rajiv Gandhi PanchayatSashaktikaranAbhiyaan(RGPSA). • The funding of RGPSA will be on a 75:25 sharing basis by the Central and State Governments respectively. • The basic motto of RGPSA is to strengthen the constitutionally mandated framework on which Panchayats are founded. • RGPSA will provide performance linked funds from 2014-15 onwards. Twenty percent scheme funds will be tied to State performance on identified deliverables in the State Plan.

  4. What is expected from the CEOs? A) Database All kinds of database will have to be kept ready by the end of August 2013 Grampanchayat staffing Grampanchayat buildings GTCs, PRTCs, CTCs, ETCs: land, infrastructure & staff GPs with low revenue base Performance of panchayats on key parameters Exact targets of capacity building programmes Panchayat election details Etc.

  5. What is expected from the CEOs? I) Building & Staff GP Buildings: Identification of GPs in need of buildings(Priority wise) (tentative list ready) Design & estimates (ready) Administrative & financial approvals Tendering and award of work Timely completion of work Commissioning and effective use GP & Technical Staff: Advertising & tests/ interviews (qual-exp profile ready) Scrutiny, result & appointment Job charts and foundation training

  6. What is expected from the CEOs? B) DPRCs: Decentralized Capacity Building Mechanism Immediate establishment of DPRCs in all districts without waiting for building, infrastructure, equipment, etc. Utilization of existing GTCs, PRTCs, ETCs, CTC Hiring of additional faculty/ trainers in all districts District-wise database of trainers/ resource persons is getting ready (close to 2500 trainers listed) Creation of Panchayat Resource Groups through empanelment (about 100 trainers per district) Phased procurement of land, buildings, etc., for full-scale DPRCs Six new DPRCs in the current year Completion of all DPRCs by the end of 12th Plan

C) Capacity Building Programmes CBT to focus on 8507 GPs elected during 2012-13 Detailed database & analysis of 8507 GPs is ready and will be circulated to Districts Training Timeline of the districts (Planning formats to be given by State) Detailed plan for Individual Training component (Planning formats to be given by State) List of certified NGOs

  9. What is expected from the CEOs? D) PESA Dedicated ToTs for creating PESA trainers Inter-sector orientation workshops at State & district level Hiring of districts and block PESA Coordinators Appointment of Gramsabha Mobilizers in all PESA GPs Job charts & foundation training

  10. What is expected from the CEOs? E) Panchayat Processes for On Watch Panchayats Identification of On Watch panchayats (list ready) Identification of interventions required for ensuring basic civic services Continuous monitoring of interventions Focused efforts for revenue augmentation of panchayats

DISTRICT PLANS - RGPSA ACTION PLAN 2013-14 Compiling all the above mentioned details, each ZP CEO is expected to come with their respective DISTRICT PLANS A template presentation, formats for planning,standard guidelines with cost norms and deadline of submission will be mailed to all ZP CEOs within this week. A comprehensive and well sought strategic and innovative plan is expected from the CEOs in their respective DISTRICT PLANS
