  4. System of Official Statistics in Bangladesh • - Bangladesh Bureau of Statistics, the NSO of Bangladesh • - Centralized in the Bangladesh Bureau of Statistics (BBS). • Established in 1974 under the Ministry of Planning. • Comprises 7(seven) functional wings and 2-tyre field offices.

Users of census data and Data dissemination plan • Census data will be disseminated in four ways : (1) Press Conference (2) Hard Copy (3) Internet (4) CD-ROM and/or on-request • Census data users: • Government agencies, Planning Commission, Research Institutions like BIDS, ISRT, University Teachers of Statistics, Geography and Population Demography, Researchers, Representative of line Ministries and NGOs.

Identification of Consultations with Census Data Users- Bangladesh Experience • Population Census was started in this area on decennial basis in 1872 • In Bangladesh Housing Census was started in 1973, Population census in 1974 and Sample census in 1974 • Population and Housing census was started to be held together in three phases in 1981: • Phase-1: Main census with a short questionnaire • Phase-2: PEC to determine the quality and coverage • Phase-3: Sample census with along questionnaire

  7. Users-Cum-Expert Consultation • Started in 1990 for finalization short questionnaire for the main census-1991; • Repeated in to finalize the long questionnaire for sample census; • Repeated in 1995 for dissemination of the national analytical report of population and housing census-1991

Outcome of Users cum Expert Consultation-1990 • Content of the short OMR questionnaire: • Housing variable [2] : Material of Wall Roof of main house • Household [HH] variable [10]- Address, Number, Type, Tenancy, Source of drinking water, Toilet facility, Electricity connection, Ownership of agriculture land, HH income and Ethnicity • Dropped questionnaire on Cottage Industries and ownership of Boat and Cart and added a question on household income

Outcome of Users cum Expert Consultation-1990 • Population variable [13]- Name, Age, Relation, Sex Marital Status, Religion, Level of Education, Field of Education, School Attendance, Write a letter, Main Activity, Working status, Nationality. • Added to questions on field of education and Nationality. • Time plan: Two years for data collection and 3 years for data dissemination. • Publication Plan: Preliminary report within months and national report within 1 (one) years.

Outcome of Users cum Expert Consultation-1991 • Long questionnaire for sample census has been finalized • Questionnaire is structured in to 8 modules and 68 questions • List of Module 1: Household Facilities (#Questions-10), Module 2: Menace of farm House (# questions-7), Module-3: Household asset (1), Module 4: Individual (12), Module 5: Person of age 5 years and above (9.), Module 6: Disability (3), • Module 7: Death (9); and Module 8: Birth (14)

Outcome of Users cum Expert consultation 1995 • Preliminary report and also Analytical report printed in time. • Demonstrated main findings and impediments of 1991 Census. • Finalized questionnaire on third-decade head count and Census of floating people • Documented the outcome and limitation of the main Census.

Four Data Users cum Expert consultation planned for census-2011 • Identification of limitations of 2001-census and adoption of remedial measures for 2011 census • Finalization of main census questionnaire-April 2010; • Finalization of sample census questionnaire-October, 2010 • Dissemination of national report-December. 2014

Data Users cum Expert consultation on dissemination national report 2011 • Data Users cum Expert consultation on dissemination national report 2011 • User opinion will be taken on the content and trinity of printing Census Report • Users Opinion will be taken on the access and cost of micro data • Users Opinion will be taken for next Census.

Outcome of Data Users cum expert consultation on main census-April,2010 • Questionnaire finalized with less number of questions. • Detail questions on migration, economic activities are dropped from the main census but included in the sample census. • Concept of National Population register has been disassociated from the census. • Sufficient fund has been arranged to get the forms printed and to acquire the appropriate technology and Census logistics. • Arrangement made to use more female as enumerator for Census and also for data processing and data management. • Modules on migration and other Socio-economic Characteristics to be used in sample Census will be finalized.

  15. Identification of limitation of census and adoption of remedial measures for census • Impact of frequent Changes and next project document and Project Director identified • Printing OMR questionnaire and cutting of questionnaires in Bangladesh Dropped. • Adequate fund for implementation of project activities ensured. • Conducting of Census and processing of data under the same control ensured.
