GENERAL INFORMATION • politically independent institution • set up in the 1950s under the EU’s founding treaties • seat of the Commission: Brussels (Belgium) • President is nominated by the states • 24 commissioners + 1 president • 1 commissioner per country (incl. the President) • new Commission: November 22, 2004

TASKS OF THE COMMISSION The European Commission has four main roles: • to propose legislation to the Parliament and the Council • to manage and implement EU policies and the budget • to enforce European law (jointly with the Court of Justice) • to represent the European Union on the international stage

  5. 1. Proposing new legislation • responsible for drawing up proposals • in constant touch with interest groups and advisory bodies • action on EU level only if the commissioners believe that a problem can’t be solved more efficiently by national, regional or local action.

  6. 2. Implementing EU policies and the budget • EU’s executive body • Responsible for managing and implementing the EU budget • aim: to ensure good financial management

  7. 3. Enforcing European law • acts as „guardian of the treaties“ • is responsible for making sure EU law is properly applied in all the member states • launches a legal process, called „infringement procedure“

  8. 4. Representing the EU on the international stage • important mouthpiece for the EU on the international stage

  9. FUTURE Limiting the size of the Commission • too many commissioners  unworkable • more than 27 commissioners  rotation system
