SBIR/STTR Eligibility Criteria • To participate, a company must: • Be a small business with 500 or fewer employees • Be independently owned and operated • Be organized for profit • Have its principal place of business in the United States • Be at least 51 percent owned by U.S. citizens or lawfully admitted permanent resident aliens • In addition, the primary employment of the principal investigator must be with the small business • The proposing firm must perform at least 2/3rd of the R&D work in Phase I and at least 1/2 in Phase II

DoD Memorandum on Fundamental Research • Ensures DoD grants, contracts and negotiations with the research community for fundamental research are consistent across DoD and fully compliant with National Security Defense Directive (NSDD) 189 which defined Fundamental Research as: • Basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from industrial development, design, production and product utilization the results of which ordinarily are restricted for proprietary or national security reasons.
