2. Project Status ISPA/CR 1164/94 Preparation of Solid Waste Management Measures in Stara Zagora, Lukovit and Kostenetz/Samokov Regions – BulgariaEuropeAid 124484/D/SV/BG • Current Status – Contract activities finalized on 20th December 2010, after an extension of nearly 6 months in total was granted; • Financial Execution – 99,8 % ; • Contract deliverables accepted following Final Steering Committee meeting, held on 12th April 2011. Final Payment proceeded on 31st May 2011; • Outputs : • Baselinedataandforecastreportforeach of the3thregions; 2. A sustainableandaffordable 20-years LongTermInvestmentPlansforWasteManagementDevelopment (IPsWMD) foreach of the3thregions;

3. Project Status ISPA/CR 1164/94 3. Feasibility study reports for each of the 3 regions including financial and cost benefit analysis for the SWM (Solid Waste Management) systems; 4. Updated MunicipalWasteManagementProgramsforallmunicipalities of the3 regions; 5. ThreeseparateStructural/CohesionFundApplicationformsforinvestmentincludingrequiredsupportingdocumentsforeach of the 3 regions; 6. Three separate sets of tender document for construction according to the FIDIC Red Book and Bulgarian Procurement Legislation, including detailed design and full Bills of Quantities for all new investment components; 7. Separatesets of supplytenderdocumentsconcerningthemunicipal/regionalwastemanagementcollectionandtransportation. • Beneficiaries: Stara Zagora region (12 municipalities-Opan, Radnevo, Nikolaevo, Galabovo, Kazanlak, BratyaDaskalovi, Tvarditsa, Stara Zagora, Chirpan, Gurkovo, Maglizh, Pavelbanya); Lukovit region (5 municipalities- Teteven, Chervenbryag, Roman, Yablanitsa, Lukovit); Kostenetz region (4 municipalities- Samokov, Kostenets, Dolnabanya, Ihtiman)

Project Status ISPA/CR 1164/94 Preparation of Solid Waste Management Measures inLevski, Borovo, Veliko Tarnovo and Varna Regions – BulgariaEuropeAid 124485/D/SV/BG • Current Status – Contract activities completed on 30th March 2011, after an extension of 9 months in total was granted; • Financial Execution – 100 % (10% Advance Payment +43,8 % Interim Payments+ 46,2 % Final Payment); • The Contract is closed. Consultant’s contractual obligations were met in terms of volume, duration and quality in compliance with the Contract Requirements. The Final Steering Committee was held and the Final Payment proceeded on 28th October 2011; • Outputs : • Baselinedataandforecastreportforeach of the4thregions 2. 6. Readiness of the project beneficiary to apply under Operational Programme “Environment 2007-2013” Project Status ISPA/CR 1164/94 • Consultations on the readiness of the seventh regions for application under OP “Environment 2007-2013” has been conducted with the MA. • The project beneficiaries are invited to submit project proposals for direct funding under OP “Environment 2007-2013” with deadline for submission 31st August 2011; • Contracts for provision of grant funding under OP “Environment 2007-2013” were signed with six of the regions- Stara Zagora, Lukovit, Kostenetz, Levski, Borovoand Varna. The investment projects of VelikoTarnovo region are under evaluation and the funding is to be proceeded.

7. Project Status ISPA/CR 1164/94 Technical Assistance for Preparation of Integrated Water Measures in Assenovgrad, Gotze Delchev and BanskoEuropeAid/124486/D/SV/BG • Current Status – Contract ended on 22nd April 2011, after an extension of nearly 14 months in total was granted; • Financial Execution – 100 % (Advance Payment 60% and Final Payment 40%); • Contract deliverables accepted following Final Steering Committee meeting, held on 16th November 2011. Final Payment proceeded on 29th December 2011; • Outputs:Prepared Integrated Water Projects for the three towns, in particular: Master Plans, Feasibility Studies, Cost-Benefit Analyses, Preliminary Designs, Detailed Designs, Application Forms, Tender Dossiers for Works and Supervision. • Beneficiaries: The towns of Assenovgrad, GotzeDelchev and Bansko

8. Project Status ISPA/CR 1164/94 Technical Assistance for Preparation of Integrated Water Measures in Pernik and VidinEuropeAid 124487/D/SV/BG • Current Status of the TA contract for Pernik and Vidin – The contract has expired. The Financial execution under this contract was 40 %. New contracts were signed with new consultants for completion of the Detailed designs and the Application form for the town of Pernik and Vidin. • Financial Execution under the new contracts– 100 %; • The Contracts were closed. Consultants contractual obligations were met in terms of volume, duration and quality in compliance with the Contract Requirements. • Outputs: Prepared and approved Application forms, Preliminary Designs, Working design, Tender Dossiers for Works for the WWTP (FIDIC - Yellow Book) and the networks (FIDIC - Red Book) • Beneficiaries: The towns of Pernik and Vidin

9. Project Status ISPA/CR 1164/94 Technical Assistance for Preparation of Integrated Water Measures in Plovdiv and DobrichEuropeAid 124488/D/SV/BG • Current Status – Contract completed on 31st March 2011, after an extension was granted of nearly 10 months in total; • Financial Execution – 100 % (Advance Payment 60% and Final Payment 40%); • Contract deliverables accepted following Final Steering Committee meeting, held on 15th November 2011. Final Payment proceeded on 09th December 2011; • Outputs: Identified investment measures included in the Cohesion/Structural Fund Application Form, Feasibility Studies, Cost-Benefit Analysis, Financial and Economical Studies,two sets of Cohesion/Structural Fund Application Forms,DetaileddesignsandBoQforthewatersupplyandwastewaternetworksandPreliminarydesignsandPriceschedulefortheWWTPs, Tender Dossiers for Works, Sludge Management Programmes for the relevant towns; • Beneficiaries: The towns of Plovdiv and Dobrich.

10. Project Status ISPA/CR 1164/94 Technical Assistance for Preparation of Integrated Water Measures in Veliko Tarnovo, Kardzhali and YambolEuropeAid 124489/D/SV/BG • Current Status – Contract Activities completed on 16th December 2010, after 6 months extension in total was granted; • Financial Execution – 100 % (Advance Payment 60% and Final Payment 40%). Final Payment proceeded on 31st May 2011; • Outputs: Feasibility studies, Application Forms, Detail Designs, Tender Documentation for Works and Supervision, Institutional Capacity Assessment Report, Sludge Management Programmesand Procurement Strategies; • Beneficiaries: The towns of VelikoTarnovo, Kardzhali and Yambol

11. Project Status ISPA/CR 1164/94 Readiness of the project beneficiary to apply under Operational Programme “Environment 2007-2013” • Consultations on the readiness of the project beneficiaries for application under OP “Environment 2007-2013” has been conducted with the MA; • The project beneficiaries are invited to submit project proposals for direct funding under OP “Environment 2007-2013” with deadline for submission is the end of February 2012; • Contracts for provision of grant funding under OP “Environment 2007-2013” were signed with the towns ofBansko, Yambol, VelikoTarnovo, Vidin and Varna. The signature of contracts with the towns of GotzeDelchev and Kurdjali is forthcoming. The investment projects for the towns of Asenovgrad, Plovdiv and Dobrich are under evaluation by the European Commission. The evaluation of the investment project for the town of Pernik is finalized and funding is to be proceeded.

Project Status ISPA/CR 1164/94 Publicity Measures • Information on the website of the Ministry of the Environment and Water and the National Association of the Municipalities in the Republic of Bulgaria; • Publications on the websites of the relevant municipalities concerning the activities under the projects in the waste and water sector; • EIA public discussions for the waste projects in the regions of Stara Zagora, Kostenetz/Samokov, Lukovit, Levski, Borovo/Byala, Veliko Tarnovo; • Implementing the publicity and visibilitymeasures,“Closure seminar” for presentingthe achieved results under the project was held on 03 and 4 June 2011 with the participation of the relevant beneficiaries; • Publications in local/national newspapers, posters, leaflets and etc.
