Transparency and social media in the spanish Senate Transparency The main objective is to fight against the perception that the parliaments work behind closed doors, showing citizens the work they do. What does it mean? : • Permanent accountability = tell citizens how the money of their taxes is used. • Information = Explain how is the decision-making process. • Honesty = Fight against corruption. Allow citizens see and follow all activity openly and with no manipulation.

  11. Transparency and social media in the spanish Senate With all this Senate tries to change the perception of it in the society: Third place in the ranking of parliaments of Spain by Transparency International.

Transparency and social media in the spanish Senate Participation: • Not well developed today • First experience in participation: Commission on Information Society and Knowledge (Since 24/03/1988 until 2004). But in this field, the success does not depend on the technology but on the level of implication of MP’s and political parties, and in the way they answer the demand of part of our society to participate in the political action. And there is another question, related with all of us: What part of this participation should take place in the social channels of the Parliament an what in other social places, with the advantages of the informality?

Transparency and social media in the spanish Senate • Twitter (@ Senadoesp) • It works since December 2012. • It is an Institutional Profile that does not enter into political debate • (in that case, we are silent or we redirect to senators or parliamentary groups). • The profil shows allways the willingness to listen and offer solutions to the concerns of citizens. • It’smanaged by staff of the General Secretary of the Senate. Communication specialists , with no specific training in social networks (they have learnt on the fly, and still learning every day). • The activityinformation of the Senate and other interesting information is twitted. • ThesttafffollowsMP’s (bothchambers), Parliamentary Groups , regional governments and their parliaments and journalists and accredited media.

Transparency and social media in the spanish Senate • What twits are retwitteed?: • Those from senators that are relevant, especially when they mentioned Senate activities, and we try to balance between Parliamentary Groups. • Answerto reputational crises : • Wereportto our superiors to take the appropriate decision. • No automatic response protocols are defined. • A company measured three times a year our position (the association of our " brand" with values ​​and positive qualities ) . • Program hootsuite is used to: • Followour profile and others on twitter • Schedulethe release of certain tweets in night hours, weekends, etc. . , since thepeak hours in social networks do not match with staff timetables. • Twitter is a mechanism for attracting inquiries on our website ( see accession numbers to our website from twitter ) .
