“Up-Front Info” • We have a new DODI 4650.02 and each branch must determine its own priorities based on it. With Army MARS, and for the volunteer, not much has changed. As MARS volunteer members, with a few exceptions, we will support civil agencies, period! • There are very few elements who do deal directly with only the Military, but this presentation is for the rest of us, including any Military support activities, who interact with the NIMS ICS process. • The content of this presentation has been approved by Army MARS.

Okay, so How will we serve? • MARS will not deploy its volunteers directly through the Department of Defense. • What about being “Military?” ONLY if the Office of the Secretary of Defense requests activation to defend the Country will we fall under DoD deployment. Not likely! I understand that there are exceptions, and how many of us are involved in these “exceptions?” • It will be the Civil Agencies that deploy MARS volunteers under the National Response Framework using the NIMS ICS.
Army MARS Agency Use of Volunteers • DoD Directive 4650.02 from the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, January 16, 2009, states, “MARS shall provide contingencyradio communications support to civil and Military authorities at all levels.” For the volunteer, this reflects emergency communications to civil agencies. • Army MARS agency licenses are very different from volunteer licenses. • Agencies are NOT accountable to the volunteer chain of Command. They work directly with the National organization. Obviously, it is always a good idea to establish relationships between area MARS volunteers and involved area agencies. What else is there to do? • Agencies are asked to first train their own employees and provide their own Equipment in the use of the MARS systems. Volunteer MARS assistance is recommended, but NOT required. • Agencies are responsible for their radio operations. Agencies are encouraged to use qualified volunteers. ONLY when a MARS volunteer is qualified may he/she be utilized. If an ARRL ARES volunteer is qualified, he/she may be utilized as well. The design was intentional; it is meant to challenge anyone wearing any hat to become qualified to participate regardless of the badge they wear.
Army MARS Agency Use of Volunteers (continued) • MARS Agency use is NOT Amateur Radio, and does NOT fall under the FCC jurisdiction. It falls under the NTIA, which provides guidelines for use. • There is no issue with FCC Part 90 Type Accepted equipment, or Part 97.113 regarding restrictions on who controls the system and its content. This is all very refreshing to these Agencies, especially the States, who have very restrictive FCC Part 90 options on HF. • Under Civil Authority, the National Response Framework specifically names the National Incident Management System (NIMS) as the methodology used in any incident involving non-military casualty events. • Do we really understand the ICS process and our FUNCTIONAL role there?
There are many Hats to wear ...Remember, who is doing the deploying! It probably won’t be MARS. It will be Civil Agencies. It’s their “party,” and they are in charge! We just want to be invited to the party.
Becoming Agency Friendly • Build relationships with your area agencies. • Pre-plan with the agency. Do we have the skills they need? How do we know, and more importantly, how do they know? • Just like their own employees, a trained volunteer has value! Ask to be trained! Agency “101,” ICS-300, COML, COMT. Contact your SEOC and inquire. Look on Safecom site for help. • There is no “I” in Interoperability! Don’t bicker about labels: “ARES vs. RACES vs. AF vs. Navy vs. Army vs. this Club vs. that Club……. Wear Many Hats, but present a unified front. Professionals don’t have time for conflicts among volunteer groups. They demand unity of command, and it is always theirs!
How it works – “NIMS 101” “First of all, I'll state my premise for volunteer usage in the State EOC. It is simply that anyone, regardless of affiliation, professional or volunteer, who works in the SEOC during an emergency, works for us. Their parent organization has no operational control once they set foot in the Ops center. The parent organization has the responsibility to train and provide communications personnel to the agency. That is where their job ends. They are a functional unit, and do not command operationally in any manner. An important Question From Congress: “Do MARS volunteers really think that those who foot the bill for MARS expect it to continue without the political clout provided by those agencies who spend funds on MARS to provide and maintain services?”
So, in such an Agency Program, what do volunteers spend time doing? • understanding our Civil Agencies and their communications culture. • building relationships with existing and potential Agencies we may serve. • training and exercising with existing Served Agencies. • preplanning volunteer activation of our resources with Served Agencies. • understanding that our Served Agencies are now using the NIMS ICS. • Agencies demand ICS-100, 200, 700, 800b. Many sponsor ICS-300 and COML. • Less concentration on MARS internal C2 voice training, more on Agency culture. • Considering our DoDI to provide communications support to our Civil Agencies, it should be obvious why this change has occurred. • Bottom Line: Do you know who will call you when an emergency occurs, and where you are to serve?
Enlightening statements From the AMARS Region 4 Director: “The individual Army MARS Member makes the decision of whether he/she can or cannot support an agency. The member is also responsible for keeping his/her chain of command informed of such requests, regardless of source.” “Members actively supporting an agency are totally under the control of that agency. The SMD or any other MARS Command Staff have no control over the supporting MARS member until released by the agency. This is in keeping with NIMS doctrine/concept.” (Unity of command) “The idea that MARS is going to manage and control an emergency operation is notgoing to happen.” “The days of the military message center are over. We are the now the ‘AT&T service-provider’ who is being called upon to train, install, maintain and sometimes operate, the MARS Winlink-2000 digital system. Our voice and digital C2 nets are going to be used for internal coordination more than support to a particular customer.” “Now, without any fanfare…. we have to insure our people are trained to support the agencies. That is going to be the bread and butter for MARS. Otherwise, kiss MARS good-bye.
Under the new DoDI, we now have an opportunity to grow, become meaningful, and prosper like we have never had before. It is up to us to make something happen with the provided program… Source Vehicle Activation
