What kind of problems prevent housing maintenance? • Considerable wear of housing fund; • Excessive heating consumption for housing; • Differences in income level of residents; • Existing low prices for rent / maintenance payment; • Existence of minimal competition in housing maintenance market; • The low level of responsibility for residents concerning the common property; • Comparably small sector of apartment owners cooperatives; • There is no developed state support programmes in Latvia to promote housing development.

Addition target of the project “Housing energy audit 2005/2006” • To motivate the development of multi – family housing renovation process, to ensure its technical condition, improvement of energy efficiency. • To promote the motivation of the residents to participate in improvement of the quality and heating conservation in houses. • To stimulate housing assessment, energyaudit and to use its results as elements to reduce credit risk.

Benefits for residents • Owners of flats are informed about renovation necessity; • Collaboration partner services are offered to residents from houses, where the energy audit has been made; • There is a positive tendency in the project due to the flat owners interest in new energy audits; • Collaboration among residents and managers in positive decisions making; • Recommendations establishment always gives saving of energy and money; • Energy audit helps to avoid chaotic action as well as assists to systematize and plan further jobs.

Energy audit is used as an instrument for reducing credit risk; • For producers of heating insulation materials – there are prepared, informed, well-informed and motivated clients.
