THE FIRST REFEREE EOA VOLLEYBALLOFFICIALS CLINICJuly 18, 2012 Mark Graupmann
FEDERATION RULES EOA GUIDELINES COMMON SENSE REFERENCES
2012 RULE CHANGES • Deciding set coin toss conducted by R2 near scorer’s table (no change for us) • Illegal substitution that enters set and is discovered after whistle for serve is ruled illegal alignment (point/loss of rally) • If illegal sub is discovered before whistle, it is ruled an unnecessary delay (time-out)
2012 EDITORIAL CHANGES 4-2-7: visible garments underneath uniform top (t-shirt, body suit, etc.) shall be... of a single, solid color that is similar to the predominant color of the uniform top
2012 POINTS OF EMPHASIS • Vertical tape of antennas directly over sideline; antennas on outside of line • Host school responsible for providing and training assistant officials (scorer, etc.) • Players take court positions without delaying R2’s lineup check at set start • R2 should monitor substitutions and libero replacements carefully (so should R1!)

Normal whistle sequence is 3 steps: Blow whistle (get everyone’s attention) Signal fault (reason for whistle) Signal Loss of Rally (point - result of fault) Each is a distinct & separate step If R2 whistles first, then: R2 signals fault (i.e., net, center line) R1 repeats, then signals serving team R1 RESPONSIBILITIES Use of the Whistle

Verbal warning – tweet whistle Yellow Card – warning; minor offense Red Card – penalty; repeated minor offenses; any single severe offense Red & Yellow Cards – flagrant offense; disqualification (no penalty) Cards normally progress from a warning, but warnings aren’t required Automatically progressive! Penalty Cards
Partner Collaborate with your partner about situations; pre-match and during play. Coach “Simultaneous contact in the plane of the net…it’s a back row attack” (sell partner’s call) “Nope, the ball was below (top of net)” Players R2: “Don’t leave too early ladies!” R1: “Are you the captain?” Verbal Communication
Partner Frequent eye contact between officials during the match; dead balls and transitions Hand Signals (and “discrete” signals) Routines & habits (practice the right way) “In times of crisis, we go back to ‘learned’ behavior.” Develop personal routines R1 scan before beckon R2 managing tables and benches during dead balls Non-Verbal Communication
Dealing with Coaches • Bad body language will silence good words. • What does a glare say? • What does hands on hips say? • What does rolling your eyes say? • What does a “stop sign” or shoulder shrug say? • Lesson: We’re in the business of saying “no.” People don’t like to be told “no,” so try to give them a reason why. • Example: “I understand your request, Coach, but the R1 already had beckoned for serve.” (late TO request)
Know your roles and responsibilities When needed - sell the call Be willing to admit a mistake Move past your own/other’s criticisms Keep the match moving Be Confident
In ball handling violations In determining unsportsmanlike conduct Treatment of both teams Be Consistent

R1 “Territory” LJ & R2 briefs Capt conference Ball handling Penalty cards Serving alignment Screening Switch sides SUMMARY Be sure to work your own “territory” • R2 “Territory” • Scorekeeper brief • Libero tracker brief • Warm-up timing • Line-ups & rosters • Team benches • Game ball(s) • Towels for wipe-up • Timeouts & Subs • 5th game coin toss
Flying Solo – R1 only matches • Complete the duties of the R1 AND the R2 (allow extra time for pre-match duties) • Establish a clear method of communication with the scorer’s table (for substitutions, wrong servers, etc.) • Get off the stand between each set to check lineups • The net/center-line is a secondary priority. Call only what you clearly see.
Conclusion Although the R1 is in charge of the match always remember to work as a team and use all of the crew, from R2, LJs, scorekeepers and event staff. You will succeed a lot more often if you all work together, matches will go smoothly and you will have a lot more fun. Good luck out there and have FUN!!!
