Who we are and what we do • Cumbria Partnership NHS Foundation Trust is the only countywide provider of health services in Cumbria and sees more than a fifth of the population in any one year. • We work in partnership with a range of health and social care agencies across Cumbria, including Adult Social Care and the voluntary sector.
Working closely with GPs, we deliver community based healthcare. Our services include: • Community hospitals • Community nursing • Drug and alcohol services • Health visiting • Learning disability services • Mental health services • Allied health services such as podiatry, physiotherapy and occupational therapy • Community dentistry • Children’s services
Our community based services are supported by hospital beds and rehabilitation services from our nine community hospitals, community beds in acute hospitals and mental health and learning disability inpatient units. • We want the people who use out services to remain independent and in control. We want you to have access to the right treatment, in the right place at the right time, closer to home.
What is a Foundation Trust? • Foundation Trusts are part of the NHS but are not directed by Government so have greater freedom to decide the way services are run
Governors Council Structure • Public Governor = 30 • 5 per locality (Allerdale, Carlisle, Copeland, Eden, Furness and South Lakeland) • Staff Governors = 9 • 3 per joint locality (Allerdale and Copeland, Carlisle and Eden, Furness and South Lakeland) • Partner Governors = 8 • 1x Primary Care Trust 1x Education • 2x Local Authority 1x Leagues of Hospital Friends • 2x CVS 1x LINk
Governors Council – what must it do? • At a general meeting: • appointing, removing and deciding the terms of office, including the remuneration, of the Chairman and other Non-executive Directors • approving the appointment of the Chief Executive • appointing or removing trust auditors • reviewing the annual accounts, auditor’s report and annual report • expressing a view on the Board of Directors’ forward plans
To carry out tasks as the Board of Directors may from time to time request; • To review, at least annually, the Trust’s membership strategy; • To make recommendations to the Board of Directors for any amendments in the constitution to the composition to the Governors’ Council. • “The Board of Governors should hold the board of directors collectively to account for the performance of the Trust, including ensuring the board of directors acts so that the Trust does not breach its terms of authorisation” • Monitor “Your Statutory Duties” Oct 2009
Other areas of activity • There is a range of other areas of activity of Governors’ Council involvement and this continues to develop. • Such areas include: • Care Quality Commission (CQC) Registration • Patient Environment Assessment Team (PEAT) Visits • Developing governors’ interests • Developing governors locality groups • Linking governors with their members
How much time is involved? • The time commitment that is expected of governors is to attend at least half of the Governors’ Council business meetings. All other involvement is voluntary. • The Governors’ Council meets 4 times each financial year for a business meeting and twice a year for a development session. These meetings are held 11.00 – 15.00 in Penrith • Sub Committees meet 6 times per year for a half day session. • Governors Locality groups will meet for 2 hours, 4 – 6 times per year plus visiting services • opportunities for governors to meet members at the 4 members’ meetings held around the county like this one • other opportunities for further involvement
Criteria for becoming a governor • Public Governor – you reside in Cumbria and are 16 years old or over • Current vacancies for Public Governors: • Allerdale – 1 • Carlisle – 2 • Copeland - 1 • Eden - 1 • Furness - 2 • South Lakeland - 2
Criteria for becoming a governor • Staff Governor – you are employed by the Trust and your work base is in one of the following localities • Current vacancies for Staff Governors: • Allerdale and Copeland – 1 • Carlisle and Eden – 1 (current vacancy) • Furness and South Lakeland - 1

Election process • Early July Nomination phase • Beginning Sept Voting packs sent out to members • End of Sept Closing date of election • Monday 1 Oct Declaration of results • First past the past The candidates with the greatest number votes will be elected • Tenure 3 years • vacancies which are less than 3 years
Election process • You will be asked to give your : • Full Name • Title • Address • Date of Birth • Contact Telephone Number • Contact Email address • Constituency category
Election process • You will be asked to write your election statement • No more than 250 words • Prompts which will be on nomination form: • Why should people vote for you? • Why do you want to be a Governor? • What skills and experience do you feel you could bring to this role? • You don’t have to write an election statement – but it will weaken your position if you don’t. • Your statement will not be changed in any way – this means you must check it or get someone to check it for you – spelling errors will not be amended.
Exclusion Criteria • a person who has been adjudged bankrupt or whose estate has been sequestrated and (in either case) has not been discharged; • a person who has made a composition or arrangement with, or granted a trust deed for, their creditors and has not been discharged in respect of it; • a person who within the preceding five (5) years has been convicted in the British Isles of any offence and a sentence of imprisonment (whether suspended or not) for a period of not less than three (3) months (without the option of a fine) was imposed on them; • a person who is under sixteen (16) years of age; • a person who, being a member of one of the Public Constituencies, or of one of the classes of the Service Users’ and Carers’ Constituency refuses to sign a declaration as required under paragraph 17.6;
Exclusion Criteria cont • a person who is subject to a sex offender order or whose name is on the sex offenders register; • a person who has within the preceding two (2) years been dismissed, otherwise than by reason of redundancy or incapacity, from any paid employment with a health service body; • a person whose tenure of office as the chairman or as a • member or director of a health service body has been terminated on the grounds that their appointment is not in the interests of the health service, for non-attendance at meetings, or for non-disclosure of a pecuniary interest; • a person who does not accept or does not abide by the • Foundation’s Trust values set out in Annex 5; • a person who is a Director of the Foundation Trust, or a governor or director of an NHS trust or a foundation trust.
Exclusion Criteria cont • The following may not become or continue as an Elected • Governor of the Foundation Trust:- • a person who is the spouse, Partner, parent or child of a Director of the Foundation Trust; • a person who is a member of a local authority’s Scrutiny Committee covering health matters; • a person who is a member of a patients’ forum, unless they are a Partnership Governor appointed by the patient’s forum for the Foundation Trust.
Election process: Declarations • The Declaration of Interest includes the following questions: • Are you a member of a political party? • Do you have any financial interest, or any other interest in the Trust? • The Declaration asks you to confirm that none of the exclusion criteria applies to you.
Election process: Photos • Every candidate will be asked to provide a passport sized photograph to accompany their statement. • If you fail to provide a photograph, this will not affect your nomination. However, voters often prefer to see their candidates as well as being able to read about them. • We have a camera today, if you would like us to take your photo for the form!
What next? • You will be notified of the nomination dates for the next election. • The election results will be announced on 1 October. The successful candidate will be contacted shortly afterwards.
