Four key principles underlying the work of the Round Table for Public Education Hungarian public education is in a very serious condition and that major long-term changes are needed to improve the efficiency of the system was correct. nothing other than arguments based on the strictly scientific analysesof empirical evidence. Although the conditions of public education are closely related to several domains of society and the economy, every effort was made to focus on the most important aspects of the problem during the process of preparing the Green Book. It was acknowledged that problems could not be solved without recourse tomeasures seriously offending the interests of some groups. and perseverance and the consequences need to be weighed up. Finally,we need to be steadfast in our resolution and refuse to lower the minimum requirements of the necessary changes.

Goal setting concerning NSNJ A national network and co-ordination system of Hungarian LLG/career counselling must be established. The services operated in the various sub-systems shall be reviewed and their locallevellinkages (at individual, local community and business organisation level,respectively) shall be established. In line with that, the relevant financing system oughtto be transferred from the current fragmented one, which is governed by five or sixlegal regulations, to a unified platform, while preserving the service forms associatedwith specific life situations and institutions (school, higher education,employmentprovision system, adult training, public education/culture, health care, etc.) Gradual development of a system of a career counselling/life-course-building andsupport portfolio designed to accompany the individual throughout their life course(cf. lifelong guidance) in the foreseeable future.
