Rules for Lawmaking • Each house of Congress has rules to help members conduct business • Congress uses committees to streamline the workload • Party membership is a key factor in the role of each member
House Leadership • Speaker of the House • Leader of majority party • Minority Leader • Leader of minority party • Party whips • Help keep party members in line • Committee Chairperson • Majority Party • Heads up committees based on the party
Lawmaking In The House • Work is streamlined into committees • Each Committee is a mini representation of the house as a whole. • Each committee is led by a chairperson from the majority party • Committees are often broken up into subcommittees to streamline the work even more. • Each Member is assigned to two standing committees and may also be on other special committees
Lawmaking In the House • Because the house has more people in it, it has more rules for what the members can and can’t do. • For Example: When a member addresses the house as a whole there is a time limit on how long he/she can talk. • The Rules Committee maintains the House Calendar and determines which bills we be placed on the Calendar for debate and a vote.
