Background • 2010: Patient Protection and Affordable Care Act(PPACA)was passed • PPACA, Health Care Reform, Obama Care, ACA • Goals of increasing the quality and affordability of health insurance • How would PPACA reach its goals? • Lower uninsured rate by expanding public and private insurance coverage • Reducing costs of health care for individuals and the government • Mandates, subsidies and insurance exchanges
Insurance Exchanges • Online marketplace • Federal, State and Private exchanges • Federal Exchange called Healthcare.gov • Designed to serve 36 U.S. states that did not run and maintain their own exchange • Website design overseen by Centers for Medicare and Medicaid Services • Built by various federal contractors
Functionality • Acts as an online marketplace where consumers can view, compare and purchase approved health insurance in their states • Includes Medicaid and small business options • Medicaid is a social health care program for low-income families and individuals • Consumers sign-in, complete an application, and are able to view available plans as well as if they are eligible for a subsidy
Development • At least 47 contractors have been said to be somewhat involved (not disclosed) • Front-end: Development Seed • Back-end: CGI Federal Inc. and Accenture • Digital Identity Authentication: Experian • Data Hub: Quality Software Services, Inc.
Estimated Costs • Initial estimate: $70 million • October 2013: $292 million • December 2013: $319 million but could reach $677 million if all obligations are made
Funding • Insurer Fees • Fees imposed on health insurance carriers that sell plans on Exchanges • Federal Administrative Funding
The Launch • Scheduled for October 1, 2013 • Appeared to be up and running • Only 1% of interested consumers were able to enroll during the first week • Over 8 million people visited the site the first week
Issues • Long wait times • Site functions were not working • Design did not support high volume • March 2013: Consulting firm McKinsey & Company assessed that site would fail if issues were not resolved • Deadline for enrollment was extended
Solutions and Results • QSSI was put in charge of coordinating the resolution to the website problems • Jeffrey Zients was appointed by administration to act as the adviser • CGI Group was replaced by Accenture • Amazon Cloud • As of April 2014, more than 7 million people enrolled
