  3. FLERMONECA: Regional cooperation and partnership with Europe in the fields of forest and biodiversity governance, including environmental monitoring Duration: April 2013 – October 2015 Implementing partners: GIZ, Hessen Forst, Austrian Environment Agency UBA and CAREC

FLERMONECA FLEG CA: Forest Law Enforcement and Governance in Central Asia FLEG CA supports the development of legal and sustainable forest management, strengthening the rule of law, tackling the growing problem of illegal forest activities and enhancing local livelihoods. Regional Work Plan 2014: • Regional meeting, January 2014 • Exchange with FLEG II (ENPI East Program) in May 2014. • Study tour to Europe for “expert negotiations” in June 2014. • Exchange and adaptation of joint forest management/community-based forest management practices between Kyrgyzstan, Tajikistan and Uzbekistan

  5. FLERMONECA: FLEG Kazakhstan: Current: support to development of National Forestry Strategy and FLEG Action Plan (AP)Planned: Afforestation mechanism, certification. Kyrgyz Republic: Current:piloting process for national forestry reform, revision/activation of the existing FLEG AP.Planned: Support to a FLEG monitoring system. Tajikistan: Current: Support to forestry sector institutional reform process. Planned: develop FLEG AP Turkmenistan:Planned: Support to develop of Forest Code by-laws, develop FLEG AP Uzbekistan: Planned: Support to development of the National Forest Strategy and regulations for sustainable pasture use on state forest lands, FLEG AP development

FLERMONECA: ERCA: Ecosystem Restoration in Central Asia ERCA supports conservation and restoration of biological diversity in the region, promotes an active dialogue between the EU and Central Asia through demonstration and dissemination of ecosystem-based management approaches on regional, sub-regional and local levels. Regional Work Plan 2014 • Regional gap and needs analysis on the Convention on Migrating Species (CMS). Regional Pre-COP meeting in September 2014. • Knowledge management KHUB 2.0 • Training of relevant key persons on Integrating Ecosystem Services in Development planning. • Exchange visits and regional conferences on best practices in pasture and integrated land management.

  7. Ecosystem Restoration in Central Asia – country review Kazakhstan: Support of mechanism and regulations for sustainable wildlife management in hunting concession areas. Kyrgyz Republic: Support of implementation of mechanisms of new Hunting law. Policy dialogue on implementation of pasture reform. Supporting dialogue processes for integrated land management (forestry, pasture, wildlife). Tajikistan: Policy dialogue on pasture management. Knowledge exchange and dissemination of best practices on sustainable land management, including pastures. Supporting management planning for protected areas. Turkmenistan:Support to development of new pasture law. Support to development of wildlife protection framework and to introduction of new techniques for saxaul afforestation. Uzbekistan:Support to National Secretariat on sustainable land management (CACILM). Studies on economics of ecosystem services.

FLERMONECA: MONECA: Environmental Monitoring in Central Asia MONECA aims at improving environmental monitoring, reporting and data sharing in the Central Asian countries and in the region as a whole, and strengthening partnership between the respective Central Asian and EU institutions. Regional Work Plan 2014: • regional networking meetings accompanied with workshops to build capacities of the relevant agencies on UNECE recommended environmental indicators and National State of the Environment Report (NSoER). • Support and involvement of the regional institutions such as Interstate Coordination Water Commission and the Intergovernmental Commission on Sustainable Development • One study tour to the selected country were Shared Environmental Information System is already in place. 8

  9. MONECA: Environmental Monitoring in Central Asia Country Review Kazakhstan: Support to preparation of NSoER. Training on biodiversity. Kyrgyz Republic: Support to the improvement of SEIS compatible data management systems and facilities. Annotated outlines and production of air and biodiversity indicators for the NSoER. Tajikistan: Development of the legal and institutional basis for the NSoERs. Pilot development of the SEIS model on air quality and atmospheric air pollution data collection and sharing. Training on data collection. Turkmenistan: Development of documents for institutionalizing a system of NSoER and methodology guidelines. Annotated outlines and and indicators produced. Uzbekistan: Annotated outlines developed and indicators produced for the NSoER. Upgrading the environmental data base and establishing mechanism of effective interagency collaboration on regular data exchange. 9

  10. WMBOCA: Water Management and Basin Organisations in Central Asia 1. Support to water management and strengthening transboundary river basin administrations in Central Asia 2. Capacity building on river basin planning for water management organisations and joint river basin structures Period of Implementation: January 2012 – July 2014 Co-funded by the German Federal Foreign Office Implemented by GIZ and CAREC

WMBOCA: Aral –Syrdaria Basin, Kazakhstan XI meeting of the Aral-Syrdaria Basin Council, 26/06/2 013, Shymkent 4 sessions of the Aral-Syrdarya Basin Council with participation of more than 40 different stakeholders (ground waters, daily hydrological bulletin, technical conditions of the infrastructure) Establishment of small basin councils for the Aralsk basin in Kyzylorda oblast and the Ugam-Keless basin in the South Kazakhstan oblast. 12

WMBOCA: the Isfara Basin - Kyrgyz Republic and Tajikistan Preliminary version of united GIS map of the Isfara river basin Framework Agreement between KR and RT on Cooperation on Use of International Rivers Regulations and provisions of joint basin commission, committee and secretariat Basin plans for sub-basins of the Isfara river Complex methodological basis for the basin planning (methodological and training material, hand-outs) Basin Planning Handbook Human and institutional capacities of the national WMOs is strengthened in the sphere of the river basin planning principles 13

WMBOCA: the Murgab Basin, Turkmenistan National and local multi-stakeholder dialogues with participation of the Ministry of Water Economy, Ministry of Nature Protection, Ministry of Communal Services, Hydro-Meteorological Survey, Ministry of Finance and Ministry of Economy: National Policy Dialogue on Basin Management and Basin Planning Stakeholder Dialogues on IWRM, Basin Planning, Climate change adaptation in the Murgab river basin, The ongoing amendment of the Turkmen Water Code, where basin management and basin planning are determined as main principles for future administration trainings on Geographic Information System (GIS) and provision of the GIS equipment 14

  15. AWARE: Targeted Awareness Raising for Enhanced EU-CA Partnership 1. Increasing awareness on return and reused water addressing gaps in water resources management; 2. Enhancing opportunities for European Union –Central Asia cooperation on environmental governance through increased awareness on the most compatible and applicable practices such as Shared Environmental Information System (SEIS); 3. Ensuring the private sector involvement by raising awareness on sustainable consumption and production (SPC) and energy efficiency (EE) as the gateway for Public-Private Partnership. Period of Implementation: January 2013 – July 2014 Implemented by CAREC

Increasing awareness on return and reused water addressing gaps in water resources management • national reports on reused waters management in all CA countries • Trainings and demonstration tours for media in 2013 • Regional and national seminars for teachers on use of Green Pack educational multimedia resource • national multistakeholder dialogues on reused water and on SEIS • E-discussions on social media • regional competition of bloggers • Establishment of the CA Green Business Club and two regional competitions “Ecologically friendly business”
