Background • Initial discussion at HL7 Working Group Meeting in January • Goal is to have one model for quality that can support measures and CDS • Requires input from quality measures and CDS community to successfully create one model • QDM User Group • HL7 CDS and CQI Work Groups • S&I Framework Health eDecisionsinitiative

QDM Overview • Is a model for representing data criteria used for clinical guidelines, quality measures, and clinical decision support • What QDM does fairly well • Express criteria for data elements • Ex. Diagnosis, active some valueset • Is mapped to HL7 v3 standards such as HQMF and QRDA NQF Document - DO NOT CITE OR DISTRIBUTE

  4. QDM Overview • What QDM does not do so well • Express criteria for relating data element criteria to each other • Ex. Harmonization options discussed so far • Use vMR as a base and add components of the QDM and other models • Use the QDM as a base and add components of the vMR and other models • Create a new model that incorporates QDM, vMR and other relevant models Group decided further evaluation of the models against real use cases is needed before deciding on an approach NQF Document - DO NOT CITE OR DISTRIBUTE

Impact to harmonizing the QDM with vMR • QDM is used in over 90 measures in Meaningful Use and other eMeasures not in Meaningful Use • QDM is already incorporated into the MAT which enables development of eMeasures using HQMF and QDM • Meaningful Use Stage 3 measures are currently being developed using the QDM NQF Document - DO NOT CITE OR DISTRIBUTE

Next steps • Continue to evolve QDM and vMR separately to meet short term needs of MU eMeasure development and HeD pilots • QDM Feb 2013 • vMR Release 2 • Scope a broader effort to combine QDM, vMR, and any other model that may be relevant for quality measures and CDS and eventually ballot the new model as HL7 DAM NQF Document - DO NOT CITE OR DISTRIBUTE
