Original objective • Identify similarities and gaps in the 3 primary regional strategic plans related to health care. • Present findings to the Health Care Coalition executive council and general membership. • Assist with plan revisions to bring the 3 plans in closer alignment, enhance regional response, and reduce duplication of efforts.
Getting there: notes on process • Read the 3 plans • Identify similarly stated goals, focusing on broad capabilities (resources, DMHC, etc) • EMS focus on interoperable communications, HLS focus on response message formation, HCC focus on enhanced regional communication capability = cross-disciplinary priority on communication • Physically group similar goals together • Add colors!
When redundancy makes sense • Communications • Inter-operable communications • Coordinate response message formation • Enhance regional capability • MOUs / resource management • Standardized methods to identify resource needs • Region-wide resource management plan • Activating MOUs EMS, HLS, HCC
Medical surge • Support trauma patient care • Common patient tracking system • Mass casualty plan in all counties; ACF plans / trailers • Training & exercise • Well-trained staff & leadership • Improve citizen readiness • Community-wide training & exercises to ensure healthcare readiness EMS, HLS, HCC
Findings • Original objective: identify similarities and gaps, present findings, assist with plan revisions. • Many similarities exist across disciplines. • Few gaps exist, and those that do result from subject matter expertise in areas where there is less total healthcare system involvement. • There are no stand-alone goals for the HCC, which is appropriate since this group exists as a collective, collaborative body.
So what? • A revised, more reflective, objective: • To demonstrate regional and inter-disciplinary alignment in goals and strategies. • To identify where redundancy strengthens our resilience. • To illuminate those areas in which subject matter expertise is the best approach. • To acknowledge and reinforce the value of this collaborative body.
