  1. Parish Council Presentation 20th July 2010

  2. Who is here Bill Jarvis –Project Director Andrew Cousins –Project Manager Allison Darling - Communications Ian Clarke –Planning and Environmental Manager Dr Amanda Gair - Independent air quality and health consultant Matt Ives –Fichtner Consulting

  3. What we do

  4. What we do OUR WASTE EXPERIENCE 40 years of operations 14,000 people 7,000,000 tonnes per year 90 + facilities

  5. Why this contract

  6. The challenge we all face

  7. The challenge we face Over 470,000 tonnes of municipal waste every year Over 50% still going to landfill Landfill is harmful to the environment and human health Reduce cost Protect resources Increase recycling Maximise recovery from waste Minimise the carbon impact of managing waste Flexibility and Sustainability

  8. The Objectives of our solution Local solution – stay in control of resources for North Yorkshire Complement existing services Affordable Flexible and adaptable over time Robust

  9. Technology comparisons

  10. The Unique Solution 1 Waste Selection & Management Aggregate recovery 5 Recyclates Energy recovery 4 2 Anaerobic Digestion 3

  11. Mechanical Treatment • All waste that has potential real end use will be recycled • Equipment is designed to extract at least 80% of recyclable plastics 90% of all metals • The equipment is flexible and reprogrammable food and green waste will be screened and send to an anaerobic digester

  12. Anaerobic Digestion • Mechanical equipment extracts 40,000 tonnes of food waste per year • Processed in the anaerobic digester to extract methane in a controlled environment - 10 million litres of bio-methane every year • This is used to generate 1.2 MW of electricity • The equipment is robust and designed to meet changing organic mix from the waste stream

  13. The Energy Recovery Process • All remaining non-recyclable waste will be combusted in a double stream Energy Plant with 40 tonnes per hour capacity • The plant will generate steam at 460 degrees to run a 27.3 MWe turbine • Flue gases will undergo a state-of-art treatment to control NOx, SOx, dioxins, fly ash, metals and all remaining pollutants • All emissions will be below WID limits and will be broadcast live through the internet for public display.

  14. Where is it and what does it look like

  15. Where is the site

  16. What is the site Looking south Looking north

  17. Approach to the landscape • Site size

  18. Site Development through dialogue

  19. How did we select the site

  20. The site • The most suitable available and deliverable site: • Close to the strategic road network • In the centre of the “waste load” of the County • On a former quarry site next to a landfill • Limited number of significant environmental impacts • The right size

  21. A single site solution • Because: • Efficiency of technologies - allows greatest synergy between different technologies • Environmental impacts – multiple sites have a greater number of environmental impacts • Proximity – A single site solution allows a coordinated approach to waste delivery • Affordability – economy of scale • Land use– Multiple sites have a greater foot print • Flexibility

  22. What are the outcomes of development

  23. Positive Outcomes Over 90% of North Yorkshire’s waste will be diverted from landfill, reducing methane emissions by 30 billion litres per year Over 60,000 tonnes of materials will be recovered from the facility every year (plastics, metals, paper and aggregates), saving the same amount of raw materials from being consumed. North Yorkshire’s waste will become a valuable resource. Exporting 24 MWe of electricity substitutes 180,000 tonnes of coal per year

  24. All waste diversion targets for North Yorkshire will be achieved, saving the tax payer from paying landfill tax and fines New opportunities for improving recycling and recovery through plant flexibility 70 full time long term jobs will be created at the facility New opportunities for development of recycling business in North Yorkshire from materials recovered at the facility. Positive Outcomes

  25. Emissions : Emissions will be well below WID limits and displayed live on the internet The impact from emissions will be below that of accidental fires in Harrogate Traffic: There will be no significant impact on traffic flows to and from the site Traffic management plans will be developed with delivery organisations, stipulating routes Positive Outcomes

  26. What next

  27. Consultation AmeyCespa activities • Public consultation • Meeting local residents • Web site • Telephone enquiry point • Continuing engagement with stakeholders, Councils and the public • Ongoing public consultation through September and October • Statutory consultation • Review with 40+organisations such as Harrogate District Council, Environment Agency, English Heritage, Natural England • Development of full Planning Application – submission towards the end of this year
