  2. The Aim of the Research To prepare and substantiate the strategy of the development of remote settlements of Šiauliai County

  3. Objectives • To identify the current situation of Šiauliai County; • To identify the current situation of nine rural elderships of the County; • To prepare and substantiate a strategic plan of Šiauliai County for the year 2007 – 2013; • To substantiate the development strategies of nine rural elderships of the County; • To distinguish and compare indicators characteristic to similar territories of the project partners (hinterlands), to perform the analysis of the influence of the indicators, to apply suitable conclusions to Šiauliai Region.

  4. The Object of the Research • Šiauliai County: human resources, economy, environment; • Two rural elderships from each problematic territory (Akmenė, Joniškis, Kelmė districts) and one rural eldership from the rest three districts of the Region (Radviliškis, Pakruojis, Šiauliai).

The Methods of the Research • Methods of spatial planning for the situational analysis of the County and forthe substantiation of the priorities of development: • analysis of environment; • analysis of resources; • SWOT analysis; • formation and substantiation of the activity strategy; • formation of the programs corresponding to the priorities; • organization of monitoring of the implementation of the strategy.

  6. The Methods of the Research 2. The methods of content analysis of documents, expert evaluation, opinion polls, sociometric methods for the analysis of the empirical data of the situation of rural elderships; 3. Methods of alternatives, generalization, analogy, extrapolation, comparison, modelling, synthesis, systemic analysis for the substantiation of the possibilities to reduce the decline of rural elderships.

  7. Expected Results • Development strategies of rural elderships of Šiauliai County, recommendations how to make their activity more efficient; • Strategy of Šiauliai County; • Indicators characteristic to similar territories of the project partners (hinterlands) distinguished and compared, the analysis of the influence of indicators performed, suitable conclusions applied to Šiauliai Region.
