Participation in IEEE 802 Meetings • Participation in any IEEE 802 meeting (Sponsor, Sponsor subgroup, Working Group, Working Group subgroup, etc.) is on an individual basis • Participants in the IEEE standards development individual process shall act based on their qualifications and experience. (https://standards.ieee.org/develop/policies/bylaws/sb_bylaws.pdf section 5.2.1) • IEEE 802 Working Group membership is by individual; “Working Group members shall participate in the consensus process in a manner consistent with their professional expert opinion as individuals, and not as organizational representatives”. (subclause 4.2.1 “Establishment”, of the IEEE 802 LMSC Working Group Policies and Procedures) • Participants have an obligation to act and vote as an individual and not under the direction of any other individual or group. A Participant’s obligation to act and vote as an individual applies in all cases, regardless of any external commitments, agreements, contracts, or orders. • Participants shall not direct the actions or votes of any other member of an IEEE 802 Working Group or retaliate against any other member for their actions or votes within IEEE 802 Working Group meetings, see https://standards.ieee.org/develop/policies/bylaws/sb_bylaws.pdf section 5.2.1.3 and the IEEE 802 LMSC Working Group Policies and Procedures, subclause 3.4.1 “Chair”, list item x. • By participating in IEEE 802 meetings, you accept these requirements. Responsibilities of WG Vice Chair • 3.4.2 Vice Chair(s) • The responsibilities of the Vice Chair(s) shall include: • a) Carrying out the Chair's duties if the Chair is temporarily unable to do so or chooses to recuse himself or herself (i.e., to give a technical opinion) or chooses to delegate specific duties. • b) Being knowledgeable in IEEE standards processes and parliamentary procedures and assisting the Chair in ensuring that the processes and procedures are followed. • c) Being familiar with training materials available through IEEE Standards Development Online. • Needs to be a member of the IEEE SA. • Declaration of term commitment and affiliation letters to the EC. • Expected to be in attendance at all face to face meetings and most all the teleconferences. • Should consider to attend sunday wireless chair meeting and rules, EC open and EC close meetings during a plenary. • Stand in for the Chair or Secretary if one of them is not able to attend a meeting or call or activity • e.g. at the Plenary EC opening and closing meetings if the Chair can not make it. • Learn how, and be able to update the website and attendance / approved voters process. • Support the Chair and secretary in general • Including feedback to the chair and secretary on improved processes, e.g. meetings, calls, docs, procedures, etc. • Currently amount of time is not anticipated too much on the day to day basis • Though busier if some research is needed for a topic, help on comments, etc. • Maybe once a month or so. It will vary. • There may be helping/supporting the Chair with prep for the face to faces and occasionally for teleconferences. • Would look at a periodic touch point with the chair depending on activity. Responsibilities of WG Secretary • 3.4.3 Secretary • The responsibilities of the Secretary include: • a) Scheduling meetings in coordination with the Chair and distributing meeting notices. • b) Distributing meeting agenda (as per 6.0). Notification of the potential for action shall be included on any distributed agendas for meetings. • c) Recording minutes of each meeting according to Clause 6.5 and IEEE guidelines (see http://standards.ieee.org/develop/policies/stdslaw.pdf), and publishing them within 60 calendar days of the end of the meeting. • d) Creating and maintaining the Working Group membership roster and submitting it to the IEEE Standards Association annually. • e) Being responsible for the management and distribution of Working Group documentation. • f) Maintaining lists of unresolved issues, action items, and assignments. • g) Recording attendance of all attendees. • h) Maintaining a current list of the names of the voting members and distributing it to the members upon request. • i) Forwarding all changes to the roster of voting members to the Chair. • j) Being familiar with training materials available through IEEE Standards Development Online. • Expected to be in attendance at all face to face meetings and most all the teleconferences. • Support the Chair and Vice Char in general • Including feedback to the chair and vice chair on improved processes, e.g. meetings, calls, docs, procedures, etc. • Currently amount of time is not anticipated too much on the day to day basis • Though busier if after a meeting to do minutes. • There may be helping/supporting the Chair with prep for the face to faces and occasionally for teleconferences. • Would look at a periodic touch point with the chair depending on activity. EU items to share -1 • General EU info: <ojeu><HStds> • ETSI – <BRAN>next meeting #102, 17-20 June, Sophia Antipolis , • Rcvr performance being added to EN 301 893, to be closed by December. • EC staff officer rejected EN 302 567. • Adaptivity discussions are continuing. • Technical report TR 103 631 on 6725 – 7125 MHz has been approved. • Broadband DA2GC Direct air-to-ground, maybe withdrawn. • ETSI <ERM> • 66-71 GHz SRDoc (TR 103 583) is out for publication. • There is an ECC doc on SRD for 66-71 GHz requirements, but the EU will adopt that about 18 months away. At ECC plenary if the consultation resolves all comments, at July meeting will approve the report bypassing the update cycle and ahead of the WRC-19. Full efforts to achieve this spring. • ETSI - ERM - <TG-11>next meeting #55, 27-28 June, Sophia Antipolis • Nothing of note today. • ETSI – ERM - <TG-UWB>next meeting #49, 08-09 May, Leinfelden DE • Nothing of note today.   10. EU items to share -2 • ETSI – ERM <TG-37> • Access layers ITS group has approved two work items for solutions for co-channel and adjacent channel operation . Timelines for solutions is July. • DTR/ERM-TG37-273 (TR 103 666) • Intelligent Transport Systems (ITS); Pre-Standardization Study on Co-Channel Co-Existence between IEEE- and 3GPP-based ITS technologies in the 5 855 MHz-5 925 MHz band TR on co-channel co-existence between ITS-G5 and LTE-V2X  • DTR/ERM-TG37-274 (TR 103 667) • Intelligent Transport Systems (ITS); Study on Spectrum Sharing between ITS-G5 and LTE-V2X technologies in the 5 855 MHz-5 925 MHz band TR on feasibility and performance of solutions for shared use of 5.9 GHz spectrum by ITS-G5 and LTE-V2X  • CEPT – ECC <SE24> • WI 63 – UWB indoor power increase and fixed outdoor. • CEPT – ECC <SE45>next meeting #7, 24-25 Apr, Copenhagen  • Public consultation ECC Report 302 is in process, its due date confirmed to be 01 April • CEPT – ECC <FM57>next meeting #5, 12-13 March, Maisons-Alfort (This week) • RLAN/satellite and outdoor discussions this week, will hear more Thursday. • Meeting #6, 26 Apr, ECO, Copenhagen, will include mitigations. Yes, even after the deadline • We can focus on two points and put under question 19: • Question 19: (Section 8)Do you have any other comments on our proposal? • 1) We are adjacent channel and we question analysis in Annex 6. • 2) The receive performance that Ofcom went another direction is going to be a problem. • 2 Members will put some text together on these 2 points. General Discussion Items • FCC Open meeting, 15 March, This Friday • Spectrum Horizons • The Commission will consider a First Report and Order that would adopt rules to make available 21.2 GHz of spectrum above 95 GHz for unlicensed operations and create a new class of experimental licenses for the 95 GHz to 3 THz spectrum range. General Discussion Items • FCC Open meeting, 15 March, This Friday, cont. • Expanding Broadband to the 900 MHz Band • The Commission will consider a Notice of Proposed Rulemaking that would propose to reconfigure the 900 MHz band to create a broadband segment to facilitate technologies and services for a wide variety of businesses, including critical infrastructure, as well as seek comment on various transition mechanisms to achieve this goal. (WT Docket No. 17-200) • https://mentor.ieee.org/802.18/dcn/19/18-19-0028-00-0000-draft-nprm-17-200-expanding-broadband-to-896-935-mhz.pdf • This is for the 896-901/935-940MHz land mobile licenses band today. • PBB wireless wants the FCC to reorganize spectrum so they can have 3 MHz paired for private LTE, moving existing LMR users elsewhere. • 802.11 and 802.15 both have standards in between this pair, as well as all the road tolling is also in between. • Not much discussion and we should look at how this could affect unlicensed in the middle of this pair. EU items to share • CEPT – ECC <FM57>meeting #5, 12-13 March, Maisons-Alfort (This week) • Work was generally positive and kept fact based. • Much of the meeting was focused on merging 4 contributions from Germany, France, WFA and SES/Intelsat keeping in mind guidance from WGFM. • There was some agreement on the technical feasibility for Very Low Power, Low Power Indoor and High Power Outdoor and is detailed in the updated Executive Summary however further work needed on Report A and later in Report B. • The section on Communication Based Train Control (CBTC) still needs further work at later meetings when more information will be available from CEPT Report 71 and consultation feedback on draft ECC Report 302. • Link to a snapshot of ECC report 302 that results of consultation will be reviewed at the FM57 meeting 26 April. • https://www.cept.org/Documents/wg-se/49152/se-19-044a18_draft-ecc-302-report-rlan-6ghz_final-pc Watch for updates on the CEPT website. • There are sections on RLAN, e.g. w/duty cycle items …, all should look at these. • Document TEMP 006 will be on server soon with details and results of the meeting.   27. Responsibilities of Working Group Officers • 3.0 Officers • There shall be a Chair and a Secretary, and there should be a Vice Chair. The office of Treasurer is suggested if significant funds are involved in the operation of the Working Group and/or its subgroups or if the group has multiple financial reports to supply to the IEEE Standards Association. A person may simultaneously hold the positions of Secretary and Treasurer. • The Chair and Vice Chair(s) shall each be IEEE members of any grade, except Student grade, or IEEE Society affiliates, and also be members of IEEE-SA. • 3.4 Responsibilities of Working Group Officers • When carrying out the duties of an officer described in IEEE’s policies and procedures, officers of the Working Group: • a) shall not act: • 1) in bad faith; • 2) to the detriment of IEEE-SA; • 3) to further the interest of any party outside IEEE over the interest of IEEE; or • 4) in a manner that is inconsistent with the purposes or objectives of IEEE, and; • b) shall use best efforts to ensure that participants of the working group conduct themselves in accordance with applicable policies and procedures including, but not limited to, SASB Bylaws 5.2.1. • The officers of the Working Group shall manage the day-to-day operations of the Working Group.   30. General Discussion Items -4b of 6 • Phase I testing of prototype U-NII-4 devices-2 of 3 • As summarized in the report, we found the prototype devices reliably detected DSRC signals. The report includes the results of the evaluation of the Wi-Fi sharing techniques since one of the proposed band sharing methods would require re-channelization of the DSRC spectrum. In brief, the test results show that the prototype U-NII-4 devices were able to detect a co-channel DSRC signal and implement post detection steps as claimed by the submitters. • Knowing history, can we get agreement on points to comment on? • What would they be? • Detect and vacate mentioned above, is not covering if there is any harmful interference. • Mitigation seems to still be open. • DOT will be the judge on safety of transportation. They get the say what is needed. The report is just a testing report, and not on the safety of transportation. • O’Reily’s comment does not consider there is CV2X, C-V2X, …. …. coming along now, that is being discussed elsewhere. • In the end for those on the earlier call, not looking like there is interest for IEEE 802 to comment. Potential reference document when doing comments • Note: in the 802.19 co-existence <1 GHz meeting it was brought up for IEEE 802 as a whole to put together a document on basic spectrum parameters that would be good for all IEEE 802 standards to co-exist (less interference….) • Actually, need to have this for all IEEE 802 to just work in the spectrum, e.g. BWs needed. Not just coexistence. • Point being that 802.18 can refer to / use when responding to regulators on different consultations, to encourage regulators in general to configure their spectrum to allow all the IEEE 802 standards in a more consistent/friendly way. • For the many in attendance, it was felt many regulators would appreciate at least knowing this. • Additional point to add to the doc, duty cycle is not for the protocol/standard/amendment being discussed, it is a regulation to allow others (and their packet lengths) to have access to the spectrum.
