  2. ASER PAKISTAN 2011 ASER- Annual Status of Education report is a survey of the quality of education. ASER seeks to fill a gap in educational data by looking to provide a reliable set of data at the national level , that is comprehensive and at the same time, easy to understand. ASER is a citizen led survey and it is conducted with the help of Govt, Civil Society Organizations and some other stakeholders working in education sector.

OBJECTIVES OF ASER • To get reliable estimates of the status of children’s schooling and basic learning (reading and arithmetic level) at the district level. • To measure the change in these basic learning and school statistics from last year. • To interpret these results and use them to affect policy decisions at various level.

  4. FOCUS OF ASER • ASER Pakistan focuses on status of schooling and learning level of the children. In ASER we assess that How well our children learn? What are the competencies of our children in Urdu, English & Math? • The test conducted for the said assessment are up to class II & III level designed from their textbooks.

SCALE & SCOPE OF ASER Coverage : In all five provinces i.e. Sindh, Balochistan, Punjab, Khyber Pakhtoonkhwa, GilgitBaltistan, and FATA & AJK.- Rural Phase I : Year I 2010 – 32 districts across Pakistan Phase II: Year II 2011 – 85 districts across Pakistan (84 Rural + 3 Urban /2 overlap with rural districts) Phase III : Years III, IV , V all districts across Pakistan (138 districts) Sample: 600 households per district. Two-stage stratified sample;   30 Villages will be selected randomly using the village directory of the latest Census. The Probability Proportional to Size Sampling (PPS) technique will be adopted as an appropriate one when the sampling units are of different sizes. 20 households per village and in each village 1 govt. and 1 private school are surveyed

  8. SCALE OF ASER • Scale: • Pilot Year in 2008 – 11 districts • 2010 – 32 districts • 2011 – 85 districts, • 84 rural and 3 urban. • Punjab • 15 districts in 2010 • 28 districts in 2011

  13. FINDINGS OF ASER - Faisalabad SCHOOL ENROLLMENT

  14. School Enrollment & Out of School Children • 88% children are enrolled in different type of schools while 12% are not enrolled. Similarly enroll children in government schools reduced to 2 points in 2011 as in 2010 it was 72% while in 2011 it is 70%. • Class wise enrolment is also reduced in 2011 as in 2010 it was 15.5% and in 2011 it is 12 %. • One thing is noteworthy that the girls enrolment in classes is less than boys as boys ratio is 3.3% while girls ratio is 2.3%

  17. LEARNING LEVEL - URDU 37% Children in class 5 cannot read story (text of class 2). In other words, 37% children are behind 3 classes with respect to their competency level

  18. Urdu Learning Levels • In Private Schools Learning levels of Urdu are better than government schools whether at word letter or sentence level although not bad in government schools but need improvement. • Story learning level of class 4,6,7 is increased in 2011 while decreased in class 5.

  20. LEARNING LEVEL - ENGLISH xx% Children in class 5 cannot read sentences (text of class 2) . In other words, xx% children are behind 3 classes with respect to their competency level in English

Learning Levels of English • Learning levels from class 1 to 5 whether in English or arithmetic is better in private schools than in government schools although is not so bad in government schools but need improvement. • In English sentence level is relatively high but word and letter s levels is to poor.

  23. LEARNING LEVEL - ARITHEMATIC 41% Children in class 5 cannot do division (3 digits by 1 digit) . In other words, 41% children are behind 2 classes with respect to their competency level in math

  24. Learning Levels of Arithmetic's • In arithmetic the class 6 & 7 division levels are improved in 2011. • Similarly Division levels of class 4 & 5 are also improved in 2011 but needs more improvement.

  26. LEARNING LEVELS - PUBLIC vs. PVT SCHOOLS Comparing Learning Levels of Private and Public Schools • 57% of class 5 students in Public Schools 78% in Pvt. Schools can read story in Urdu. • 47% of Class 5 students in Public Schools while 65% in Pvt. Schools can read sentences in English. • Totally 53% of Class 5 students in Public while 70% in Pvt. Schools ca do 3 digits division

  28. Additional Learning Support 47% Children from Pvt. Schools and 24% Children from Public school are attending Paid Tuition.

  34. Section V: How far have we come on RTE compliance? Article 25 A : “The state shall provide free and compulsory education to all children of the age of five to sixteen years in such a manner as may be determined by Law”
