Indonesia-Netherlands Partnership on HPAI 2005 - 2011Jakarta: 2 November 2011 Arend Jan Nell
Content presentation • Introduction and background of IDP • Main activities • Poultry sector database • Compartementalization and zoning • Main areas of impact • Challenges for the future
Introduction • High level consultations Netherlands MoA and Indonesian MoA (‘04 – ’05); • Cooperation in Partnership: not only gov. – gov but various partners working together on both sides e.g. NGOs, private sector, Universities; • Overall objective: to contribute to the containment of the risks of HPAI for human and animal health;
Project approach: 6 modules • National institutional and organizational developments; • Enhancing organizational capacities at regional level; • Testing strategies in field conditions; • Studies under controlled laboratory conditions; • Improve facilities for vaccine production; • Improve quality of diagnostics and monitoring;
Milestones - changes over time • Field experiments, laboratories, vaccines (‘05-’06)Through FAO: organizations and institutions; • Increased funding through MFA; ’06 • Project Operations Office + Head in Indonesia; ’07 • Shift from central level to capacity building at regional level; ‘07 – ’08 • More focus on commercial sector; ‘08 • Broader approach through multi-intervention pilot; ‘09 • Emphasis on vaccination and vaccine quality ‘10-’11
MainActivities (1) Data collection in the field: • Poultry sector surveys • Development of Poultry sector database • Surveillance collector houses – Jakarta (Andri) Capacity building • Capacity development veterinary services (Mudji) • Support for laboratory development (Mudji) • Regular regional or subject matter workshops • MSc and PhD fellowships • TA for vaccine producers • GMP training
MainActivities (2) Field experiments / interventions • Field vaccination trials in layers and broilers; • Multi-intervention experiment (Denny) • Vaccine effectiveness study • Support operational research (earlier by ILRI-FAO) Work under controlled conditions / Controlled experiments: • Transmission experiments (Okti) • Vaccine testing with BBPMSOH • Sequencing and virus characterisation (OFFLU meetings) National regulatory framework: • Compartmentalization and zoning
Special Activities • Development of poultry sector database • Support for Compartmentalization and zoning
Development of poultry sector database Aim: • Development at provincial and district level of operational data base and GIS of the poultry sector in Banten and (part of) West-Java Activities: • Developed jointly by Create, provincial and district Dinas Peternakan, and (ex-)NAMRU, supported by IDP; • Design and creation of the database and interactive mapping system • ToT for database managers and enumerators • Hardware for the database
Making the database operational • District based units level with coordination at provincial level; • Farm registration: location, contact details, size, type of farm and enterprise; • Mapping system for farms and enterprises • Tool for implementation of control plans • Early warning system for diseases • Combine surveillance results to identify hotspots • Updating of information
Sustainability issues for database • Regular updates • Province should take the lead and coordinate; • Complete the system and include the missing districts/municipalities; • Use the system
CompartmentalizationandZoning (1) • Workshops to introduce the idea and set a framework (SGS, USDA, IDP) 2008 • 20 people from MoA trained in biosecurity and auditing; • Development of a biosecurity checklist; • 8 qualified auditors (intern. standard); - IRA? • Dev. Quality manual in 12 working sessions with SGS (+ IDP) • Quality Manual for Certification Body (Indonesian/English): • Organization • Procedures • SOPs • Almost ready to start (October 2011)
CompartmentalizationandZoning (2) Recommendations for next steps: • Needs consultation with private sector on their expectations / incentives; • Assurance that it will be a transparent process and not another set of empty regulations only on paper; • Government can supervise the system and not necessarily implement it themselves; • If there are clear benefits for the private sector they couldbe willing to pay (if system is transparent);
Mainareas of impact • Capacity development veterinary services • Transmission studies on local vaccines and vaccine strategies; • Need for restructuring of poultry market chain • Discussions on the role of the poultry industry • Attention for public or private tasks
Challengesfor the future • Public private cooperation and commitment • Private sector ownership of the problem • Funding of disease control plans • Cooperation with the human health sector • Mandate and commitment of the government to act and control • Up-scaling of experiences (surveillance, biosecurity, etc.)
