Summary • The Philippine ICT Sector must diversify its portfolio of capabilities in outsourcing by also nurturing and developing IT services. • IT services have more value added and higher exit barriers than BPOs and contact centers. • Incentives must not only focus on attracting foreign capital but also on assisting the growth and development of the local IT services industry and its close industry linkages like education, telecoms, R&D, etc. • Incentives must also lead to the clustering of IT services to facilitate the ecosystem of learning. • However, there are other factors besides fiscal and non-fiscal incentives that attract investments into IT services.

Дүгнэлт • Overseas Mongolian workers website – the website is provide information to Mongolians working overseas. it should contain more information on benefits, services such as money transfer, payments for bills, etc. (on-line interactions) • • Similar to e-government fund, there could be a fund, which would support partnership between government organizations to enhance their products and services delivered through ICT (on-line) services. Small-scale support fund could be an another option. • • High-level ICT4D Commission needs to be setup, which is mandated to coordinate work among government organizations, private sector and international and donor organizations; • Veterinary management system • • Project to support establishment and operationalization of Research and development institutions – or research network • • E-lib - Library project • • Establishment of private-funded and supported technology center. • • Establishment of website for Mongolians working overseas (please see Section 6) • • Health information network • • Community-based service delivery like in city of Marikina. • • BPO – no specific idea yet.
