Acquisition Office Tips & Techniques for Responsive Bid Submittals presented by Tony Reed
What is a Responsive Bidder? Any Contractor, business entity or individual who has submitted a bid or request for proposal that fully conforms in all material respects to the IFB/RFP and all its requirements, including all form and substance.
Use the Tools Provided Review the requirements spelled out in the solicitation documents against your submittal: • Instruction and/or Information to Bidders • Checklist This way you can ensure your bid/proposal includes all the required data to ensure a responsive bid/proposal.
In order for your Bid to be Eligible, it must: • Be properly completed (in ink or typewritten) • Be signed by an authorized agent of your company • Include all documents listed in the Bid Solicitation • Be submitted to the Commission’s Acquisition Office by the date and time specified on the Invitation to Bid

Ask Questions! Don’t think that you’re the only firm with a question. Contact the Acquisition Buyer as specified in the contract documents regarding any inquiries. If warranted an addendum will be issued to address the inquiries.
Be Pro-Active • If your bid is found non-responsive, what should you do? • Check your submittal. • Have you submitted all of the requirements? • Ask for a debriefing.
Be Pro-Active • If your bid is found responsive and you are not the lowest most responsive and responsible bidder, what should you do? • Know that your bid met all the requirements • Review your pricing • Ask for a debriefing
