Summary of Findings Based on the first three months of observations; • FRRS improves ERCOT’s ability to arrest frequency decay during unit trips. • FRRS Pilot Resources generally followed ERCOT FRRS deploymentsand responded automatically using local frequency detecting techniques. • When deployed, FRRS reduces the rate of change of frequency and regulation deployed to conventional Resources. • Observed lower quantities offered for FRRS-down and an overall lower performance for FRRS-down. Items to Consider in Recommending an Extension • ERCOT needs more time to further investigate different deployment approaches and gather more information on the value of the service. • More time is needed for stakeholder discussion about the appropriate operational and market approach. • Several Resources with other technologies have expressed an interest in participating in the pilot, and this information could be valuable in evaluating the benefits of FRRS. • The cost of a six-month extension is estimated to be $900,000.   7. ERCOT Recommendation for FRRS Pilot Recommendation: Extend the Pilot project as currently constructed until 2-28-14. Extension requires action by BOD and their approval of minor revisions to the Governing Document [The pilot will end earlier if an NPRR is approved and implemented before 2-28-14.] Note that absent any action to extend the pilot at the July BOD meeting, the FRRS Pilot project is scheduled to end on Operating Day 8-23-13.
