Overview • Cyber attacks & Drones leave the human out of the battlefield • Makes waging war “easier” when the technology is available • Used to be a contest of the human body • Are there moral constraints in Cyber/Drone warfare? • Ethics of war changing? • http://www.theatlantic.com/technology/archive/2012/03/cyber-and-drone-attacks-may-change-warfare-more-than-the-machine-gun/254540/
Ethical Decision-Making Process • 1.) Ethical Issues: • Moral constraints and the ethics in the Just War Doctrine are at risk of being lost when the physical aspect of war is taken out. No risk on the battlefield may impair the decisions of some. “Easier to pull the trigger 100 miles away” • 2.) Stakeholders: • Every person on earth is a stakeholder. Enemies and Allies will eventually have this technology and capability. All stakeholders would like to see that War will stay “fair” and not be unethical. • 3.) Solutions • a: End Cyber Warfare • Best Case: Wars stay the same • Worst Case: No more advancements • b: Disregard Ethics • Best Case: Everyone makes good decisions • Worst Case: Complete chaos • c: Adapt to Changes • Best Case: Set of ethics are agreed upon as a standard • Worst Case: Not everyone follows rules/standards
Ethical Decision-Making Process • 4.) Chosen Solution • Adapt to way war is fought • Rethink Just War Doctrine to include advancements in technology • Follow a uniform set of ethics “most” can agree on • Treats everyone fairly • Accept the fact there will be outliers/extremists • 5.) Natural? • This solution is the most natural: Humans change and adapt to their surroundings. Must also do the same when technology changes their environment. • 6.) Greater Good • Provides a solution that pleases the majority • 7.) My Choice • This solution would be my choice based on the necessity for ethical balance • 8.) Philosophical System • Follows a Utilitarianism style system providing the best solution for the greatest number of people
ACM Code • 1.) Moral Imperatives • Avoid harm to others • Takes out the risk of having allies on the frontline • 2.) Professional Responsibilities • Know and respect existing laws • Allows a calmer environment for the end user • Less likely to make wrong decisions based on stress/time • 3.) Organizational Leadership Imperatives • Build systems that enhance quality of working life • Drones make working life easier and safer while accomplishing the mission • 4.) Compliance With the Code • Uphold and promote the principles of this Code • Don’t tolerate lack of ethics in war
