  10. Some Unique Features of this Peace Process • Institutionalizes stakeholders participation thru local consultations • Civil Society/NGO as Mediator and Independent Secretariat

  11. Framework Empowered and sustainable communities are the real foundation of lasting peace. The process itself (and not the process’ end) will already allow these communities to win small victories, and build peace by and for themselves. The final resolution is important but communities need not wait for this. Building peace is here and now.

Ultimate goals of the process • Final Resolution through a Peace Agreement and • Empowered Sustainable and Peaceful Communities/Tribes who are able to analyze their situations, appreciate their resources, identify their needs, formulate and implement their own development plans, living in peace and harmony with their history, culture and nature

GRP – RPM-M Peace Process • 1st Formal Talks (Sept. 22, 2003) • Joint Commitment to Pursue Peace and Development in Mindanao • Rules on the conduct of Formal Talks between the GRP and RPM-M • Rules on the conduct of local consultations as an integral part of the GRP – RPM-M Peace Process • 2nd Formal Talks (Oct. 28, 2005) • Agreement on the Cessation of Hostilities (ACH)

  15. 3rd Formal Talks (Dec. 19, 2006) • Guidelines and ground rules on the implementation and monitoring of the ACH • Joint Resolution to further advance the gains of the GRP-RPM-M Peace Process

Local Peace Consultations Areas • Zamboanga del Norte – 48 barangays in 8 municipalities • Lanao del Norte – 10 barangays in 1 municipality • Maguindanao & Shariff Kabunsuan – 24 barangays in 3 municipalities • Agusan del Norte– 7 barangays in 5 municipalities • 89 barangay peace consultations conducted in 5 provinces in 17 municipalities in Mindanao

  21. Challenges for the process

  22. Appointment of new GRP Panel is not accepted by the RPM-M Panel • Respect & sensitivity for processes that have already been established • Trust has been built and earned with the previous GRP Panel members • Retain the Panel headed by Atty. Franklin M. Quijano • No mechanism for reporting “harassments” in the field

  24. I. Keep the Parties Talking 1.1 Regular caucuses, informal meetings, consultations 1.2 Regular phone calls 1.3 Formal Talks - Signing of the Final Peace Agreement?

  25. II. Keeping Peoples and Communities Involved 2.1 Local Consultations in 15 remaining barangays • Lanao del Sur (5 brgys) • Zamboanga del Norte (4 brgys) • Agusan (2 brgys) • Maguindanao (4 brgys) 2.2 Local Consultations in another 100 indicative barangays

  28. Resources • Independent Secretariat work done with NOTHING from Government • This is being done in pursuit of our peace and development agenda
