Background: • Policing is a provincial responsibility • Police operate at federal, provincial/territorial and municipal level • The RCMP provide police services under contract to about 200 municipalities • Police Act set out terms for provision of police service in the province
RCMP Policing Agreements: • Term of current Agreement is 20 years • Expires in 5 years on March 31, 2012 • There are 3 Agreements in BC
RCMP Policing Agreements: • Federal/Provincial agreement entitled: Provincial Police Services Agreement • Federal/Provincial master municipal agreement entitled: • Municipal Policing Agreement • Individual Provincial/Municipal agreements entitled: • Municipal Police Unit Agreement
BC Municipal Agreements: • 58 BC municipalities have signed Municipal Police Unit Agreements (MPUA) • 30 municipalities btw 5,000 – 15,000 population paying 70% • 28 municipalities over 15,000 population paying 90% • Federal government pays remaining 30% and 10%
Role of Municipalities: • In 1992 negotiations, UBCM appointed a local government representative • We requested a representative be appointed again to our provincial team • Your representative will advise BC team of local gov’t views on contract renewal
History of Contract Renewal: • Late 80s early 90s, provinces and Canada responded to each others position papers • Meetings held between officials, deputies and then ministers • Climate somewhat antagonistic for years • After first five year review, relationships began to improve
Contract Renewal Process: • Deputies approved 2 Phase Approach: • Phase 1 – information sharing and research • Phase 2 – negotiation • Principles to guide the renewal process
Contract Renewal Principles: • Continuation of RCMP is beneficial to all • All aspects of agreements to be reviewed • Agreement will be clear and flexible • All parties to work together in good faith to approve agreements before 2012 • RCMP to continue providing service until agreement is reached
Current Status: • Early stages of gathering information and researching issues • Provinces and territories agreed to negotiate with federal gov’t as a block • Provincial/Territorial Negotiating Team • Reps from every province & territory • BC chairs meetings
Current Status Cont’d: • Contracts expire March 31, 2012 • Taking proactive approach • Provincial/Territorial Negotiating Team has met 5 x since 2004 • Next meeting is in June in New Brunswick
Other Issues: • Affordability • Accountability and Transparency • National Policy and Provincial/Territorial Objectives • Special Events, Special Investigations and Emergency Situations
