65.11 Application and Issue • When applying for certificate • Prescribed fee has been paid • Meet requirements of this part • Entitled to appropriate certificate and rating • Suspended • May not apply for any additional rating • Revoked • May not apply for same kind certificate for one year after date of revocation
65.12 Alcohol/Drug Offenses • Conviction for violation • Denial of application for up to one year after date of final conviction • Suspension or revocation of certificate or rating • Commission of act prohibited by 91.19 • Denial of application for up to one year after date of that act • Suspension or revocation of certificate or rating
65.13 Temporary Certificate • Effective for not more than 120 days • Pending review of application and supplementary documents and • Issue of certificate and ratings
65.14 Security Disqual • Eligibility standard • Cannot hold certificate, rating, authorization if • TSA notified FAA in writing that person poses security threat • FAA will hold in abeyance pending outcome of final threat assessment review • Final notification of threat assessment • Denial of application • Revoke any certificate, rating, authorization issued
65.15 Duration of Certificates • Except for repairman certificates • Effective until surrendered, suspended, or revoked • Repairman certificates • Unless sooner surrendered, suspended, or revoked • Effective until relieved from duties for employment or certificated
65.16 Change of Name • Send current certificate and • Marriage license, court order, or other document verifying change • Replacement for lost or stolen certificate • Name certificate issued • Permanent mailing address • Social security number • Date/place of birth • Any information • $2 check or money order
65.16 Lost Certificate • If certificate lost • May obtain telegram from FAA confirming certificate issue • Up to 60 days pending receiving duplicate certificate
65.17 Tests • Tests • Places and time designated by Administrator • Minimum passing – 70 percent 65.19 Retesting after Failure • Written, oral, or practical test failure • May retest after 30 days after date of failed test • Before 30 days - Signed statement certifying additional instruction in subject areas failed and ready for retesting
65.18 Cheating • Cannot • Copy or intentionally remove a written test • Give copy to someone else • Give help during another person while testing • Take test in behalf of another person • Use material or aid during test • Intentionally cause, assist, participate in prohibited act • Not eligible for one year after date of act
65.20 Falsifications • Cannot make any • Fraudulent or intentionally false statement on application • Fraudulent or intentionally false entry in logbook, record, or report • Any false reproduction of certificate or rating • Alteration of any certificate or rating • Suspend or revoke certificates or ratings
65.21 Change of Address • Change in permanent mailing address • Within 30 days, notify FAA, in writing

65.31 Requirements • To act as an ATC tower operator • Hold ATC tower operator certificate • Hold facility rating for that control tower • Hold at least second-class medical certificate • Except for active duty or employed by FAA
65.33 Eligibility Requirements • Be at least 18 years of age • Be of good moral character • Be able to read, write, understand English, speak English without accent or impediment of speech • Hold at least second-class medical certificate • Except for active duty or employed by FAA
65.35 Knowledge Requirements • Pass written test on • Flight rules in Part 91 • Airport traffic control procedures • En route traffic control procedures • Communication operating procedures • Flight assistance service • Air navigation, and aids to air navigation • Aviation weather
65.37 Skill Requirements • Pass practical test on • Control tower equipment and use • Weather reporting procedures and use of reports • NOTAMS and AIM • Use of operational forms • Performance of non-control operational duties • Procedures
65.37 Skill Requirements • Pass practical test on • Procedures • Airport rules, equipment, runways, taxiways, obstructions • Terrain features, visual checkpoints, and obstructions • Traffic patterns and associated procedures • Operational agreements • Center, alternate airports, airways, routes, reporting points, air navigation aids • Search and rescue procedures • Terminal ATC procedures and phraseology • Holding procedures, instrument approaches, departure procedures
65.39 Experience Requirements • Satisfactorily served as an • ATC tower operator at that control tower with facility rating for at least 6 months • ATC tower operator with a facility rating at a different control tower for at least 6 months before applying for rating • Exception: Armed Forces • Served as ATC tower operator for at least 6 months
65.43 Rating Privileges • Senior rating as of August 31, 1970 • May exchange rating for facility rating at same ATC tower • If not exchanged, exercise privileges of senior rating until he makes the exchange • Junior rating as of August 31, 1970 • May not control aircraft until meeting applicable parts of 65.37 • May control traffic under supervision of operator with senior rating, or facility rating
65.45 Performance of Duties • Perform duties with limitations of certificate • Safe, orderly, and expeditious flow of air traffic • Facility rating • May control traffic at any operating position • Cannot issue IFR clearance with authorization from appropriate facility • No facility rating • May act at operating positions which qualified, under supervision of operator with facility rating
65.47 Maximum hours • Except in an emergency • Relieved of duties for 24 consecutive hours • At least one during each 7 consecutive days • Cannot serve for more than • 10 consecutive hours • 10 hours during a period of 24 consecutive hours, unless • Rest period of at least 8 hours at or before the end of the 10 hours of duty
65.49 Operating Rules • Medical Certificate • In personal possession • Tower Operator Certificate • Readily available • Not a facility rating • Current record of operating positions at which qualified • General • Unable to meet physical requirements of current medical certificate • Cooperate fully in any test requested

65.51 Certificate Required • Possess an aircraft dispatcher certificate • Inspection of certificate • Must present certificate upon request from: • Administrator • Authorized representative from the NTSB • Any Federal, State or local law enforcement officer

65.93 Inspection Renewal • Present evidence (one of these) • 1 annual inspection for each 90 days holding authority • 2 major repairs for each 90 days holding authority • Performed/supervised at least 1 progressive inspection • Attended/successfully completed refresher course (not less than 8 hours instruction) • Pass oral test by FAA inspector

65.101 Eligibility • At least 18 years of age • Specifically qualified to perform maintenance on aircraft or components • Employed for a specific job requiring special qualifications • Recommended for certification by employer
