Seal Expiry - Market Rules • The expiry date of the seal period has not changed • At seal expiry under the MR, the following happens: • The Transitional MSP function ends • The metering installations loose their registration with the IMO • Metering installations have to be in compliance with the MR
MSP Function • With the transitional MSP role ending, MMPs will need to get a new MSP and sign an agreement • MR require that MMPs have an MSP and a signed agreement • Registered MSPs see IMO website • No agreement means non-compliance • All non-compliance will be investigated by the IMO
Metering Installations - Loss of Registration • At seal expiry, metering installations registered under Alternative Metering Standard, loose their registration • Per MR the IMO cannot settle with meters not registered • Proposed MR 249 - still to be ruled on by the Technical Panel & the IMO Board - will allow these meters to be used for settlement purposes
Metering Installations - Compliance • At seal expiry, metering installations registered under the Alternative Metering Standard, must to be upgraded to compliant • Installation of a single conforming main meter - ITs as is - is now in compliance with the MR • Proposed MR 249 will allow the 2003 temporary dispensation meters to be used until the end of 2004. • Metering will have to comply by 31 Dec 2004.
ITs non- MC type approved • ITs that do not have MC type approval do not meet the MR • To satisfy the MR - MMPs will have to first satisfy MC • Have your MSP check your ITs • MC type approved • Accuracy class (ITs with lesser accuracy will attract a correction factor after May 2006)
Challenges Ahead • Approx. 300 meters seal will not be changed this year • Approx. 400 meters expire next year - 700 meters need to be changed in 2004 • Getting the meters changed is a challenge to MSPs • Audits - the IMO will continue to audit metering installations
