Department of Community, Trade and Economic Development Study Focus: Economic Development and International Trade Divisions Overall Assessment: • In general, CTED has many elements of a good performance measurement system. • CTED needs to place a higher priority on using performance measures as a management tool and developing targets. Recommendations for CTED • Provide technical assistance to program managers and share best practices about performance measures; • Develop a strategy for improving external and internal communication about performance measures; and • Encourage managers to set targets for all performance measures. Employment Security Department Study Focus: Return-to-work initiatives Overall Assessment: • Employment Security has some good measures, but the majority do not reflect the details of specific activities. • As the Department continues to develop its new performance measurement system, top administrators need to clearly define the process and include staff input from all levels. Recommendations for Employment Security • Define the roles and responsibilities within the performance measurement system; • Create a formal system for developing performance measures that includes input from all levels of staff; • Develop substantive measures with meaningful targets and when possible create efficiency measures; and • Report performance measure information on internal and public websites.
