Background of the task force • On the basis of decisions by PCPI and PCIPI/EXEC in 1978, 1990 and 1996, the Secretariat has collected and prepared the ATRs/PI, ATRs/TM and ATRs/ID • The recommended structure and contents of the ATRs/PI, ATRs/TM and ATRs/ID might have become outdated. • At 6th session, the SDWG agreed to create a new Task Force • to clarify the objectives of the ATRs and the target users, • to prepare a proposal to revise and update the current recommended contents of the ATRs. • to undertake a detailed analysis of the ATR website’s settings and usage with the aim of understanding current access patterns and improving the delivery of the information provided
Establishment of the ATRs’ task force The Secretariat invited member states to participate in the ATRs’ task force by Nov. 16, 2005 Currently, 27 experts, who are representative of 19 member states, participate in the task force The IB leads the task force
Strategic Approach • In order to accomplish the instruction given by the SDWG, our task force agreed on the two-phase approach • < Phase I > • Clarify the objectives and target users of the ATRs • clarification of target users • survey on requirements of target users • definition of the objectives of the ATRs
Strategic Approach • < Phase II > • Prepare a proposal to revise and update of the current recommended contents and user guidelines for preparing the ATRs • undertaking a detailed analysis of the ATR website’s settings and usage with the aim of understanding current access patterns and improving the delivery of the information provided • preparation of a proposal on the new ATR Management System which should be adequate, flexible and useful for the target users

Preparation of survey on the ATRs • A survey to clarify the objectives and target users • Prepared questionnaires and implemented the web survey on WIPO website • Available through WIPO website at https://webaccess.wipo.int/opinio/s?s=519 • For three months from June 1 to August 31, 2006. • The survey is composed of 13 questions classified by 4 groups • who are the ATRs’ users • what are the objectives of the ATRs • how to improve the ATRs • any suggestion on the interested current ATRs • Take about 7 minutes
Preparation of survey on the ATRs • Through the survey • to clarify the objectives and target users of the ATRs • to get an idea to revise and update of the current recommended contents and user guidelines for preparing the ATRs. • Make the survey more visible to anyone worldwide • member states to announce the ATR’s web survey • the Secretariat to promote the survey through SCIT website or more visible WIPO website • the Secretariat to inform the SCIT members of the URL
Future activities • Schedule of Phase I Activities • 31. Aug. 2006: conclude the ATR Survey submissions • 30. Sep. 2006: prepare initial analysis of survey results • 31. Oct. 2006: make final analysis of survey results and recommendation for Phase II activities • Schedule of Phase II Activities (to be discussed) • Prepare a proposal to revise and update of the current recommended contents • Undertake a detailed analysis of the ATR website’s settings and usage
