General Permit for Water Plant Discharges. Eligibility. May cover all new and existing point source discharges of backwash, sedimentation washdown, and decant water from water treatment plants (or other covered activities) Discharges from water treatment plants

Eligibility • May cover all new and existing point source discharges of backwash, sedimentation washdown, and decant water from water treatment plants (or other covered activities) • Discharges from water treatment plants • Does not authorize discharges that are mixed with other wastewater discharge
Types of Discharges Covered • Aluminum based coagulants • Iron based coagulants • Polymer based coagulants • Ion exchange • Reverse Osmosis • Activities associated with the operation and maintenance of water treatment facilities
Limitations on Coverage • Not authorized to discharge • Discharges mixed with other discharges and process wastewater • Discharges subject to an existing effluent limitation • Discharges subject to an existing NPDES permit • Discharges for waters other than those described • Discharges to receiving waters that are not Freshwater or Saltwater • Discharges that the Department has determined may be reasonably expected to violate a water quality standard • Discharges that would adversely affect a listed endangered or threatened species or its critical habitat
Authorization • Water Treatment Plant Dischargers • Must submit timely, appropriate reapplications • Submit a Notice of Intent (NOI) • For which an individual permit application has been submitted • Unless notified by the Department • The Department may deny coverage
Notice of Intent (NOI) • Name, Mailing address, location of Facility and Outfall • 4-digit SIC (Standard Industrial Classification) code • Operator’s name, address, telephone number • Additional NPDES permit numbers • Name of receiving waters • Quantity and quality • Easements • Map
