History(1/3) • 2009/11: Investigation team concerning ideas for the Use of new radio waves launched. • 2009/12-2010/01: Call for proposal for the usage of white space, more than 100 proposals are submitted. • 2010/08: Investigation team report summarized, • “Promote new frequency utilization such as white space and find possibilities for local revitalization, business opportunities, and engineering innovation.” • 2010/07: Investigation team selected 10 proposals as preceding model • All propose dedicated area broadcasting service based on one segment type ISDB-T broad casting (Area-oneseg service) Hiroshi Harada (NICT)
Oneseg broadcasting service 1 segment x 13 • ISDB-T • Divided13 segment (13 OFDM segment) in a channel • Can divide maximum three parts • Use OFDM transmission scheme • Standardized in ARIB STD-B31 and TR-B14 (operational rules) • Oneseg broadcasting is mainly used for mobile broadcasting Freq. Looks like “council”. • Objectives • Expand nation-wide white space utilization • Mission • Select and evaluate “special white space areas” • Exchange ideas regarding priorities for “special white space areas” • Challenge facing the practical use of white space • Make rules for the expansion of businesses utilizing white space • Make environmental improvements to prevent interference with existing systems • Status • September 2010: Meeting launched • September 2011: Working group for coexistence in white space applications launched Hiroshi Harada (NICT)
History (3/3) • 2010/09-10: MIC called for the proposal on special white space areas and its usage. • 44 proposals were submitted. • 2011/04: 25 proposals (white space areas) were accepted • 23 ubiquitous broadcasting (Area-oneseg) • 1 broadband internet • 1 sensor network • 2011/09: Working group for coexistence in white space applications launched • 2012/03: Coexistence WG issued first report issued • 2012/03: White space utilized broadcasting system WG first report issued Hiroshi Harada (NICT)
Conditions to decide white space area • To conduct actual proof as much as possible concerning distribution of urgent information, etc. in times of emergencies such as earthquake disasters, etc. • To regularly report progress and results from proofs-of-concept, including item (1), to the Meeting for White Space Promotion. • To correspond by making changes as necessary to ensure that other radio stations are not disturbed by items relating to the use of proposed radio waves (frequencies, antenna power, etc.) or utilization areas. • To make adjustments in advance between proponents where there is the possibility of implementation locations overlapping, covering items relating to radio wave use and times of use, etc Hiroshi Harada (NICT)

Current status • Coexisting mechanism: Coexistence WG continues to study the concrete schemes • White space applications: Area oneseg services has been permitted to do actual services in TV white space with conditions summarized by White space utilized broadcasting system WG • Not license-exempt • Actual services can be started • The author becomes a liaison between Coexistence WG and 802.11, and the update information will be reported Hiroshi Harada (NICT)
Propose to 802.11af • Need to consider coexistence with oneseg broadcasting • If OFDM will be selected in 802.15.4m, the same level of spectrum mask will be requested to 802.15.4m • Each PHY proposal must follow the channel spacing in the home band (In the case of 802.11af …, 2.4 G, 5GHz) Hiroshi Harada (NICT)
