PPP Context: Enhancing Capacities in the GMS • Heavy investments in physical and social infrastructure needs to be accompanied by investments in development management (GMS Economic Development Program launched in 1992) • Critical mass of middle to senior level officials needed in the GMS to improve the quality of development decision making
PPP Context: Enhancing Capacities in the GMS • November 2002 - GMS Summit Leaders recognized the need to address the subregion’s challenges in human resources development • Legacy of the first GMS Summit where human resource development was given emphasis • PPP is a key program under the Human Resource Development Strategy of the GMS Economic Cooperation Program
PPP Context: Enhancing Capacities in the GMS • Phase 1 approved by ADB in early 2003 and ended in February 2005 and was cofinanced by the New Zealand Agency for International Development (NZAID) • Phase 2 started in March 2005 and ended in August 2007 cofinanced by NZAID, the Ministry of Foreign Affairs of the Government of France, and the Government of the People’s Republic of China (PRC) through the PRC Regional Cooperation and Poverty Reduction Fund (RC Fund) • Phase 3 began in September 2007 and currently funded by ADB and cofinanced by the PRC-RC Fund, NZAID, French Development Agency and Government of Korea till September 2010 • Phase 4 approved in December 2009 till March 2012 and currently financed by ADB with co-financing from the RC Fund
