Work ADS is doing to support movement on ITAR On 15th August 2011 the new US Regulations on ITAR controls impacting on dual and third country nationals came into force. ADS (and especially its EGAD special interest group) are leading the UK Industry efforts to discuss the UK/US Defense Trade Cooperation Treaty (DTCT), and has organised a number of events where UK Government has been able to brief UK Industry on the latest state of play with the Treaty. ADS is also going to be assisting in promulgating the guidance associated with the Treaty, when it is implemented in early-2012, through UK partners and US partners such as AIA and NDIA.
Work ADS is doing to support movement on ITAR ADS is also going to be assisting in promulgating the guidance associated with the Treaty, when it is implemented in late summer 2012. Since January 2011 a UK MoD-led British Government team had been having a series of meetings with leading experts from UK Industry (facilitated by ADS/EGAD) to discuss what the UK was going to be doing to implement these new regulations. As a result of these efforts so far, the UK has been one of the very few countries to have put into place interpretations, guidance and comprehensive plans for the implementation of these new regulations. We regard this as having been a model for future consultations on similar topics of equal importance which may arise.
Work ADS is doing to support movement on ITAR Some of the sectors represented by ADS that are most likely to benefit from ITAR reform are defence, autonomous systems, and space. ADS has been keen to replicate the progress in defence in terms of discussions and pathfinders in the other sectors ADS represents, particularly space. ADS is keen to work closely with its friends and partners in the United States, UKTI, UK Space, and US companies to highlight and promote the UK government and industry relationship with the US space industry, and to put its full weight behind supporting the efforts of US companies and trade associations to remove unnecessary ITAR restrictions, e.g. Virgin Galactic. ADS would like to see US and UK space companies doing business together in areas of mutual interest that are unnecessarily restricted by export controls (ITAR) on systems and components that are both common usage and low sensitivity from a national security point of view.
