  16. Alternative Construction Strategy Benefits • Cost can be spread out across multiple phases • $3 to 5 million per intersection v. $150 million unfunded • Provides additional capacity for growth and economic development • Storm water utility can be established during design and construction

Funding Options • Many recommendations can be accomplished through: • Land Development Code updates • Comprehensive Plan updates • Grants and Programs • SRTS, FRDAP, RTP, VISIT FLORIDA, Safety Funds, Enhancement Funds, etc. • Leverage incentives • Leverage Public-Private Partnerships • Community Redevelopment Agency is option

CRA • Sub-unit of local government charged with undertaking redevelopment functions. • Not a taxing authority • Does not set millage rates or assess property • Benefits from Tax Increment Financing • When a CRA is created, the assessed value of the redevelopment area is set as the base year • The taxes from additional increases in property values are dedicated to redevelopment projects in the redevelopment area
