Location • The project involves Design-Build services for three bridge replacements in Westchester County • Two Bridges located in the town of Greenburgh and the third bridge is connecting the village of Pelham to the City of Mt Vernon Town of Greenburgh Bridges Village of Pelham Bridge/City of Mt Vernon

  4. Town of Greenburgh Bridges: Full replacement is needed because of hydraulic vulnerability, roadway flooding and potential scour which could lead to the failure of these bridges

  5. Village of Pelham / City of Mt Vernon Bridge: • Full replacement is needed due to: • Hydraulic vulnerability, roadway flooding and potential scour which could lead to the failure of the bridge • Existing bridge restricts the HRP to an elevation that floods during a 5 year storm event and a vertical clearance less than 11 feet over the parkway

Goals • Provide solutions that prevent/reduce flooding frequencies within the project limits that compromise the public’s ability to use the State’s infrastructure. • Ensure the safety of the traveling public; • Deliver the Project safely, on schedule and within budget. • Ensure coordination with utility owners, third parties, the surrounding residential community, Project stakeholders and any adjacent construction projects. • Ensure the Project is compliant with the project’s environmental commitments and conditions.

Goals (continued) • Maximize the impact of the public investment project by: • Providing cost-effective solutions that maximizes value over the lifespan of the PROJECT; • Sequencing construction to minimize effects on vehicular traffic operations; • Reducing future maintenance requirements; • Minimizing effects on residential neighborhoods and business communities; and • Minimizing impacts on the environment. • Provide best value to the Department.

Goals (continued) • For BIN 5500050 (East 3rd St over HR & HRP): • The Department’s objective is to replace this structure with a new structure that will meet the hydraulic requirements of the site while accommodating future expansion of the HRP to 6 lanes of through traffic with a standard acceleration lane from Wolf’s lane to the HRP-northbound • In addition, the structure shall accommodate the rising of the HRP travel lanes above the riverine Q25 flood elevation and a minimum 14 feet vertical clearance

  9. Goals (continued) • For BIN 5500719 and BIN 5500739 (NYS Rte. 987D over Saw Mill River): • The Department’s primary goal is to raise the Saw Mill River Parkway above the Q100 flood elevation

General Scope of Work BIN 5500050 East 3rd Street over HRP • Removal of the existing substructure and superstructure. • Replacement of the existing bridge; including new foundations, substructure, superstructure and approach slabs. • Reconstruct the Hutchinson River Parkway above the Q25 flood elevation • Reconstruct the Hutchinson River Parkway ramps as necessary to tie in to the reconstructed parkway elevations.

General Scope of WorkBIN 5500050 East 3rd Street over HRP • Reconstruct the East 3rd street approaches and any local streets and intersections as necessary to tie into the newly reconstructed bridge elevations. construction stages • Develop WZTC plan for the site. • Remediate and dispose of all asbestos containing materials. • Complete and/or coordinate all utility work outlined in Part 4. • Coordinate with the local community and municipalities to inform them of all potential impacts and mitigations during various construction stages.

General Scope of Work BIN 55000719, BIN 550073SMRP over SMR • Remove the existing substructures and superstructures; • Reconstruct the Saw Mill River Parkway above the Q100 flood elevation • Reconstruct the NYS Thruway Northbound Exit Ramp to meet the reconstructed Saw Mill River Parkway. • Develop WZTC plan for the site. • Remediate and disposal of all asbestos containing materials • Complete and/or coordinate all utility work outlined in Part 4.

Work Zone Traffic Control BIN 5500050 East 3rd Street • Design Builder shall implement Work Zone Traffic Control and Closures Restrictions in accordance with Section 15 of Part-3 Project Requirement. • A single lane of traffic shall be maintained on East 3rd St in the eastbound direction. Offsite detour for westbound traffic has been previously vetted with local municipalities. • Offsite detour shall not be implemented before November 28th, 2017.

Work Zone Traffic Control BIN 5500050 East 3rd Street • The Design-Builder shall be responsible for reimbursing the Town of Pelham Police Department for two police officers to facilitate safe pedestrian passage during the East Third Street partial closure. • Pedestrian traffic shall be maintained through the Project area at all times at all locations where pedestrian access currently exists. • The Design-Builder shall be responsible for developing a plan to provide an ADA compliant route for pedestrians that utilize the East Third Street Bridge.

Work Zone Traffic Control BIN 5500050 East 3rd Street • Single Lane Closures will be permitted on East 3rd Street during non-peak hours without penalty. • Peak Hour Restricted times are defined as: • 6:00 AM (0600 Hrs) to 9:00 AM (0900 Hrs), Monday through Friday • 4:00 PM (1600 Hrs) to 7:00 PM (1900 Hrs), Monday through Thursday • 4:00 PM (1600 Hrs) to 11:00 PM (2300 Hrs), Friday

Work Zone Traffic Control BIN 5500050 HRP • Lane Closures will be permitted on the Hutchinson River Parkway during non-peak hours without penalty. • Peak Hours Restricted times are defined as: • 5:00 AM (0500 Hrs) to 11:00 PM (2300 Hrs), Monday through Friday • No Restricted Hours on non-holiday weekends • HRP Lane Closures shall be restricted to 320 Hours Maximum (Each Direction). Short term traffic stoppages as defined in the RFP shall not count toward the 320 Hr. restriction.

Work Zone Traffic ControlBINS 5500719 and 5500739 SMRP over SMR • The Design-Builder shall maintain 2 lanes of traffic in the northbound direction from 2:00 PM (1400 Hrs) to 7:00 PM (1900 Hrs), Monday through Friday. • The Design-Builder shall maintain 2 lanes of traffic in the southbound direction from 6:00 AM (0600 Hrs) to 10:00 AM (1000 Hrs), Monday through Friday.

  23. Right-of-Way • The Department will own all Right-of-Way needed for the Project by the time of Notice to Proceed with exception to the Right-of-Way needed to construct a right turn auxiliary lane for Route 1 (Boston Rd) Southbound approach to Pelham Pkwy (map will be available by September 2017) • Fee Acquisition and Temporary Easements are in the process of being acquired for: • BIN 5500050 – Parcel 1108 (Westchester County) • BIN 5500050 – Route 1 right turn to Pelham Pkwy • No additional Right-of-Way acquisitions or temporary easements are anticipated to be required for this Project

Utility Coordination – Existing Utilities In accordance with Part 4 – Utility Requirements, the Design-Builder is responsible for: • Verifying utility facility locations • Identifying and resolving any conflicts not yet documented • Coordinating with utility owners for utility relocations • Providing stakeout and final layout of utility relocations • Protecting existing utilities • Cost to repair damages to utilities caused by the Design-Builder • Informing the Department of all meetings and correspondence with utility owners

Utility Inventory BIN 5500050 East 3rd Street over HRP • Verizon has underground conduits on the north and south sides of the bridge – conduit on the north side is leased by Extenet dba J.T. • ConEd (electric) has overhead lines along East 3rd St/Boulevard and underground lines across the north side of the bridge • ConEd (gas) has a 12 inch live Gas Main on the north side of the bridge and an abandon 10 inch Gas Main on the south side

Utility Inventory BIN 5500050East 3rd Street over HRP • SUEZ has a 12 inch Water Main crossing beneath Hutchinson River Parkway north of BIN 5500050 • Mt Vernon Department of Public Work has an18 inch clay sewer on southbound side of the Hutchinson River Parkway and crosses East 3rd Street at the west bridge approach. and then continue as a 24 inch clay sewer along the southbound side of the Hutchinson River Parkway. • Westchester Department of Environmental Facilities has a 20 inch cast iron sewer on the northbound side of Hutchinson River Parkway

  28. Utility Relocationsto be Performed by Others BIN 5500050 East 3rd Street over HRP • Telecommunication • Verizon shall be responsible for abandoning their lines crossing BIN 5500050 and installing new lines in the temporary and the permanent conduits installed by the Design-Builder. • The approximate time frame required by Verizon after installation of conduits by the Design-Builder is 4 weeks for design and 4 weeks for construction per move.

  29. Utility Relocationsto be Performed by Others BIN 5500050 - East 3rd Street over HRP • Telecommunication • Extenet dba J.T. shall be responsible for the relocation of their existing overhead lines and vacating ConEd pole within 2 weeks after ConEd completes their work. • Extenet dba J.T. shall also be responsible for abandoning their lines crossing BIN 5500050 and installing new lines in the temporary or permanent conduits installed by the Design-Builder. The approximate time frame for construction for this work is 2 weeks per move

  30. Utility Relocationsto be Performed by Others BIN 5500050 - East 3rd Street over HRP • Electric • ConEd shall be responsible for abandoning their conduits crossing BIN 5500050 and installing new lines in the temporary or permanent conduits installed by the Design-Builder, • ConEd will start this work after September 15th and the time frame required is 10 weeks per move after the Design-Builder completes the installation of conduits. • ConEd shall be responsible for supplying manholes, conduits, fittings and abandoning their 3 utility poles on East 3rd St/Boulevard between Hutchinson Ave and Carol Ave before the Notice to Proceed is issued.

  31. Utility Relocationsto be Performed by Others BIN 5500050 - East 3rd Street over HRP • Natural Gas • ConEd shall be responsible for supplying the gas main, fittings, testing requirements, tie-ins and all live gas mains work during the temporary and final relocation • ConEd shall be given 120 days after the Design Builder’s design is completed to update their gas mains between the tie-in points (Hutchinson Ave and Carol Ave intersections). This work will be completed exclusively by ConEd forces. During this period, the Design Builder and ConEd should coordinate construction activities as both will be working at the same time.

  32. Utility Relocations to be Performed by Design-Builder BIN 5500050 - East 3rd Street over HRP • Verizon (Telecommunications) • The Design-Builder responsible for the materials and installation of 4 – 4 inch diameter conduits to house the relocated cables within the exiting bridge or on and off a temporary bridge and 9 – 4 inch diameter conduits on the replacement bridge and continuing a long East 3rd St. between Hutchinson Ave and Warrick Ave in Mt Vernon. • The Design-Builder shall be responsible for the removal of existing conduits, manhole and excavating all necessary trenches and backfilling and for supporting hardware for attachment to any temporary bridge.

Utility Relocationsto be Performed by Design-Builder BIN 5500050 - East 3rd Street over HRP • Extenet (Telecommunications) • The Design-Builder responsible for the materials and installation of a 4 inch diameter conduits to house the relocated cables within the exiting bridge or on and off a temporary bridge • The Design-Builder shall be responsible for the removal of existing conduits, manhole and excavating all necessary trenches and backfilling and for supporting hardware for attachment to any temporary bridge

Utility Relocationsto be Performed by Design-Builder BIN 5500050 - East 3rd Street over HRP • ConEd (Electric) • The Design-Builder shall be responsible for installing the entire new conduit system to house the relocated electric system within the existing bridge or on and off a temporary bridge and on the replacement bridge as identified by ConEd. • The Design-Builder shall be responsible for excavating all necessary trenches and backfilling for temporary and final installation of the conduits and for supporting hardware for attachment to any temporary or permanent bridge including hanger system as identified by ConEd.

  35. Utility Relocationsto be Performed by Design-BuilderBIN 5500050 - East 3rd Street over HRP • ConEd (Natural Gas) • The Design-Builder shall be responsible for installing a12 inch gas main for the temporary relocation and a16 inch gas main on the replacement structure including pressure testing and X-raying to the tie-in points. • The Design-Builder shall be responsible for excavating access pits required for testing exiting gas mains and removal and disposal of the abandoned mains. • The Design-Builder shall be responsible for excavating all necessary trenches and backfilling and furnishing hangers and supporting hardware for bridge attachment.

Utility Relocationsto be Performed by Design-BuilderBIN 5500050 - East 3rd Street over HRP • Sanitary Sewer • The Design-Builder shall be responsible for any modification or relocation of sanitary sewers owned by Westchester County Department of Environmental Facilities or Mt Vernon Department of Public Work. • Water • The Design-Builder shall be responsible for any modification or relocation to SUEZ water main. • Modifications and relocations shall meet the requirements of the owner.

Utility Inventory - SMRP over SMR BINS 5500719 and 5500739 • AT&T has abandoned cables along northbound side of SMRP • Tennessee Gas has a 24 inch gas pipeline on the northbound side of the SMRP. Tennessee Gas has a permanent easement for the width of their pipeline and a distance of 2 feet on each side of their pipeline. They also have a permanent easement for work area for the width of the pipeline and a distance of 25 feet on each side their pipe. • Westchester County Department of Environmental Facilities has a 66 inch concrete sewer pipe on the northbound side of the SMRP.

  39. Utility Relocations - SMRP over SMR to be Performed by Others BIN 55000719 & BIN 5500739 • There are no anticipated utility relocations required by others for BIN 55000719 & BIN 5500739 Saw Mill River Parkway Site at this time

Utility Relocationsto be Performed by the Design-BuilderBIN 55000719 & BIN 5500739 • There are no anticipated utility relocations required by the Design-Builder for BIN 55000719 & BIN 5500739 Saw Mill River Parkway Site at this time • The Design-Builder shall be responsible for any relocations. • Relocations shall meet the requirements of the owner.

General Contract Information • Lump Sum Design-Build Contract • Best Value Selection Process (50% Price, 50% Quality) • Project Completion Date shall be the earlier of: • April 10, 2019 or • The number of days past NTP proposed by the successful Proposer on Form SCD (ITP Appendix E) • East 3rd St Bridge and Hutchinson River Parkway sites shall be completed no later than August 15, 2018 • The Department has determined, through a due diligence study, that there is a public benefit to implementing a Project Labor Agreement for this project. The Department is in the process of preparing an Agreement and obtaining signatures from the appropriate trade unions. • Escrow Submission of Bid Documents for Successful Proposer

  43. General Contract Information • Liquidated Damages will be assessed for: • Failure to achieve Project Completion by the Project Completion Date (as determined by the number of calendar days after NTP indicated in Table SCD-1 on Form SCD); and/or • Failure to achieve Duration Calendar Days (as determined by the number of days indicated in Table SCD-2 on Form SCD); and/or • Failure to achieve Site Work Completion Dates (as defined in Part 3 and Special Provision 6); and/or • Exceedance of Lane Closure Periods (as defined in Part 3 and Special Provision 6); and/or • Exceedance of Direction Lane Closure allowance (as defined in Part 3 and Special Provision 6).

  44. General Contract Information • Early Completion Bonuses will be paid if: • Project Completion is achieved earlier than the Project Completion Date (as determined by Special Provision 6 and the number of calendar days after NTP indicated in Table SCD-1 on Form SCD); and/or • All traffic is permanently transferred to its final configuration in less time than indicated under Duration Calendar Days (as determined by Special Provision 6 and the number of days indicated in Table SCD-2 on Form SCD); and/or • The Design-Builder does not consume full Direction Lane Closure allowance (as defined in Part 3 and Special Provision 6).

  45. General Contract Information • There is a Schedule of Prices and a Work Payment Schedule provided in the RFP. • Schedule of Prices (Form SP) • Construction Work (3 Items) • Design Services • Construction Inspection Services • Quality Control Services (Material Testing) • Force Account Work ($1,750,000) • Site Mobilization - % of Construction + Force Account (4% max) • Work Payment Schedule (Form WPS) • Breakdown of Construction Work Items • Input by Proposer (100% max)

  46. Contract Information • Stipend to Unsuccessful Proposers (50% of Qualified Costs, $190K max.) • Must satisfy criteria in ITP General Instructions: • Pass all Pass/Fail Factors • Achieve at least 60 points on Quality Factors • Proposal must be competitive and reasonable • Proposal was not selected by the Department as providing the Best Value • There is a Buy America Clause • There is an Iran Divestment Act Clause • There is a DBE Participation Goal of 11% • Environmental and construction related permits by Design-Builder

  47. ATCs • Alternative Technical Concepts (ATCs) are proposals from the Proposers to design and construct the Project in a manner that is different from the Contract Requirements and which: • are submitted to the Department for review, consideration and approval prior to Proposal submittal; • have significant savings in time, and/or reduction of traffic impacts, and/or community disruption, and/or project costs, and/or environmental impacts, and/or other beneficial impacts to Project parameters; and • offer, in the Department’s judgment, an equal or superior Project.

  48. ATCs • Proposers may submit on a confidential basis any number of ATCs for the Department’s approval using Form ATC. • The proposed end product of each ATC must, in the Department’s judgment, be equal to or better than the Work product described in the Contract Documents. • The Department may provide ‘Conditional Approval’ of an ATC. • The Design-Builder is solely responsible for obtaining approvals from any local municipality, public agency or permit issuing agency for ATC concepts which would affect their facilities, operations or issued permit.

  49. Anticipated Procurement Schedule

One-On-One Meetings • If One-On-One Meetings are held, at least one meeting will be offered to each Proposer. • The Department reserves the right to disclose to all Proposers any issues raised during the meetings that may materially affect the project. • The Department will not disclose information pertaining to an individual Proposer’s technical concepts, proposal or ATCs. • Additional One-on-One Meetings may be held if required to review ATCs, or if the Department believes it is warranted.
