Background and Justification • Banks directly sales insurance • Provide products and services that does not originate. • Different entity • Different scope of business
Target Groups and Other Parties to be involved • Target Group : Employees in Various Insurance Company in Malaysia • Implementers : Sarawak Bank Employees’ Union • Decision-makers :Executive Council Members of SBEU • Financiers :Sarawak Bank Employees’ Union / MTUC S’wak Division
3. Long Term Objectives • To integrate employees in Insurance Company with Bank employees • To established right to Collective Bargaining for Insurance Company • To abolish discriminations in salaries and other benefits
4. Immediate Objective • To organize employees in Insurance Company into Sarawak Bank Employees’ Union • To ensure that all 1,500 workers in Insurance Company in Sarawak will become the members of Sarawak Bank Employees’ Union • SBEU will engage in Collective Bargaining for those who become the members of Bank Union.
5. Key Outputs/Direct Results • Immediate Objective 1 - Sensitized on the importance of Collective Bargaining • Immediate Objective 2 – Collective Bargaining proposal submitted • Immediate Objective 3 – Collective Bargaining Agreement signed
6. Activities to be Conducted • Induction Programmes: To appoint Internal Relations Committees in the respective Insurance Company Structure of SBEU Collective Agreement – The Process/The Benefits You as our Proactive Partner
Activities to be Conducted • Grievance handling : Duties and Responsibilities of IRCs Proactive approach to IRCs Problem Grievance Handling – Practice & Procedure
Activities to be Conducted • Misconduct & Domestic Inquiry Reply to Show Cause – Writing Skill Types and Severity of Misconducts Domestic Inquiry – Practice & Procedure
Activities to be Conducted • Create awareness on the rights of Employees to Collective Bargaining with particular emphasis on the ILO core labor standards for IRCs • Social Dialogue – Bipartite or Tripartite (Employer/Union/Association of Insurance Company)
7. Main Inputs - Resources • Training Materials • Campaign Materials • Newsletters/Brochers/Phamplets • Translation of Materials • Resource Person/Trainers
8. Indicators of Achievement • For Immediate Objective 1 – Increased in membership from 2500 to 4000 • For Immediate Objective 2 – Benefits and Rights extended to 1500 employees • For Immediate Objective 3 – Collective Bargaining Agreement Signed
Monitoring/ Reporting/Evaluation Procedures • Special Committee to oversees and monitor the programme consists of: • President • General Secretary • General Treasurer • One representatives from each branch (5 branches) • Malaysian Trade Union Congress (Sarawak Division)
10. Preliminary Budget Proposal • Lecturer Fees : 1,600.00 • Board & Lodging : 400.00 • Travel Expenses : 500.00 • Refreshment : 1,000.00 • Stationeries & Printing : 3,000.00 • Other Expenses : 2,000.00 Total : 8,500.00 (Approximately US2,500.00)
