3. Mayors Climate Protection Agreement (MCPA) Mayors URGE:
Federal and State governments to adopt policies and programs to reduce global warming pollution to a level 7% below 1990 levels by the year 2012. (Kyoto Protocol)
Congress to adopt greenhouse gas reduction legislation with clear timetables and limits AND flexible, market-based system of tradable allowances.
4. Mayors Climate Protection Agreement Mayors pledge to take local actions:
Inventory emissions, set targets, action plans.
Adopt land use policies to reduce sprawl, preserve open space, and create compact, walkable urban communities.
Promote alternative transport options.
Increase use of clean alternative energy.
Prioritize energy efficiency in codes, retrofits, and employee practices.
Purchase ENERGY STAR equipment.
5. Mayors Climate Protection Agreement Mayors pledge to:
Practice and promote green building practicesLEED.
Increase average fleet fuel efficiency.
Increase pump efficiency.
Increase recycling.
Plant trees and develop healthy urban forests for shade and CO2 absorption.
Educate about global warming pollution.

City of Peoria refused to allow school to build a wind generator on its grounds, despite over $10K commitments to build wind generator and feed electricity into school.
Lead teacher became temporarily disabled and others did not pick it up.
