The discussion of an EGTC AAP Statute is about the mission The Objectives and Tasks: • “transnational governance”functions to improve visibility of entire region AAP following the “needs” of the territory: • instead of competition between different regional solutions, political level has to complement among eachotherin order to become more strategic towards wider Europe • joint projects of transnational importance - considered as the "core process“-make it “more binding” • foster a lively community by providing "meeting places" and permanent technical support –secure integrated approach

Membership EGTC AAP • The local/regional authorities and national governments jointly in a single cooperative structure on an asymmetrical basis, this new opportunity opens huge potential for delivering integrated territorial policies • Further members of other sub-national levels will impact to the core missiondefined by the Statute? • Third countries: a need for separate frameworkagreements

  6. Legal issues • National provisions for the implementation of 1082/2006 Reg. Adopted by Hungary and Slovenia • Slovenia: Registration procedure according to the private law, tasks limited to the projects supported byEU Structural Funds – • all programme structures of Territorialprogrammes already in place, thereforetransitional period for the mission of an EGTC AAP till 2013

The added value of an EGTC AAP? • Committment of partners to the shared vision of the territory • The balance between the scale/number of partners needed for the effective “critical mass” – in order to justify strategic concentration/integrated approach • Increased cohesion and visibility within EU • Co-ordinated response to globalisation challenges

Open issues of an EGTC AAP? • Which territory is the most appropriate? • Each member needs first it’s own strategy and changes of it’s political environment, national cohesion of tasks, responsibilitiesfor the territorial cohesion and • guarantee the support by approriate competent representatives in different organs, to be reorganised..
