Different Leagues • R2 Academy League is U7 - U9; administered by MoWeDa (uysadist4.org) • XLeague is U9 and U10; administered by State • SCL/IRL are U11+; administered by State • SCL = state competition league - premier, d1, d2... • IRL = inter-regional league - North, Metro, South • State HS Provisional League = Girls Fall/Boys Spring; administered by State • R2 HSP League = Girls Fall/Boys Spring; administered by MoWeDa

Coach & AC License Requirements • XL & State coach 1 TEAM = MUST have E license or eWaiver • Academy regardless of # teams coach = MUST have E license or eWaiver • If you are on more than one XL or State roster, MUST have D or dWaiver. • XL/State coach 1 TEAM and as many Academy teams as you want = E license or eWaiver.

  9. ~ Calendaring ~ State Schedules • State Schedules released no later than March 7th. • Play Day schedule posted to www.utahyouthsoccer.net. Click on “Programs.” Click on “Competition.” Scroll down to FAQ.

  10. - Calendaring -H.S. Provisional Deadline • March 23rd • State OR Region 2 District HSP league • Schedule posted after April 1st • Games can start after Easter Weekend. • A player that plays HS is not allowed to play in the provisional league after their HS season is over.

  11. ~ Calendaring ~ End of Season • All games must be played and recorded in gaming league by May 31st, midnight. • Final results frozen at this time and used for Fall 2015 alignment. • Roster continuity freeze for Boys U9-14 and all Girls for Fall 2015 will be May 31st, midnight. • Roster continuity freeze for Boys U15+ for Fall 2015 was October 31st, midnight. • Alignment Forms for Fall 2015 due by July 1st • Pre-Alignment = July 8th. Final Alignment = July 15th

  12. Tryouts • On or after the Monday before Memorial Day = XL • After Memorial Day = State (SCL ro IRL) • Academy is not allowed to have tryouts per see • Academy Round-ups same as XL

Home Fields • Clearfield City Parks - POC Shane Richards 801.525.4414 • Fisher/Barlow - games only $24/game • All other fields in Clearfield can be used for practice or games but have to be scheduled with Sheila @ 801.525.4414 • No fee for practices or games on practice fields. • Mt Ogden off limits for games & practices. • Grandview off limits until April 1st

  17. Referees • Must be certified with US Soccer for current calendar year = Badge and Registration Card • Registered as Referee in Affinity • Must have and wear a current badge. No current badge or Registration Card = receive 1/2 pay from each team. • Questions = Scott Harward, scottieref@yahoo.com

Possible Referee Crews • U9 = 1 Center • U10 & UP will officiate using a 3 Man system in the following order: • 1 Center 2 ARs • 1 Center 1 AR 1 volunteer • 1 Center 2 volunteers • 1 Center with no linesmen • A match may be cancelled if there are no USSF-certified individuals assigned by a UYSA-certified Referee Assignor, with no affiliation to either Team, to referee the match (UYSA Policy Section 6313.1)

Referees • Be at field and ready 30 min prior to kick off • Check in players 15 min prior to kick off • Make sure all Players and Coaches are listed on Roster; no photo, no play • Failure to have a properly registered and appropriately licensed coach (in accordance with UYSA policy) on the game day roster and present for the duration of the game will result in the game not being played, ie ABANDONED.   20. Game Day Roster • Failure to provide a roster to the referee will result in NO MATCH being played ~ Roster, Coach, Min # players to field within 15 min of start time. (6314) • Referee will report the game as ABANDONED because of lack of roster. The state office will enforce UYSA policy. • Opposing team roster does not count as providing your own roster • Electronic copies of roster are NOT allowed under any circumstances • Jersey # MUST be on game day roster - either electronically added or hand written as well as Home/Away uniform colors

Roster Changes w/in 24 hrs • If there have been changes to the roster within 24 hours of kick-off, the team with roster changes MUST bring TWO (2) copies of the roster to the game. • One copy goes to the REFREE • 2nd copy goes to OPPOSING team. • It is the responsibility of the team with changes to deliver the roster to the opposing team. • Failure to provide BOTH rosters will make the players affected by the roster change ineligible to play.

Law 1 ~ Field of Play • By scheduled kick off, the field should be appropriately marked per the Laws of the Game and should, along with the goals, meet the size requirements of UYSA policy. • The field must have nets on both goals and corner flags in all four corners. The visiting Team may waive this requirement.

  24. Law 1 ~ Field of Play • All goals MUST be anchored and secured ~ no exceptions • If not anchored, the match will be ABANDONED. • Referee will report results to the state office, who will enforce UYSA policy.

Procedure for Visiting Team to Document Field Issue Policy Violations • The concerned coach will inform the referee of the non-compliant field issue concerning no corner flags, no nets, field markings and/or goals that do not meet requirements BEFORE the scheduled kick off time. • The referee will advise the home field coach about the issue and provide an opportunity to fix it, if possible. • Both coaches will acknowledge awareness by signing the Referee’s copy of the Game Day Roster and identify the non compliance issue. • Referee starts the match, keeps the roster and includes the non-compliance in the match report.

  27. Procedure for Visiting Team to Document Field Issue Policy Violations • The visiting team must email the League Commissioner within 24 hours of posted kick off with game number and description of non-compliance. • Once collaborated with the Referee Report, a third party will review the complaint • If the field is found to be non-compliant, the game will be replayed at the visiting team’s field of choice within 14 days of the original game or prior to the end of the season, whichever comes first. • Key Elements - notify ref PRIOR to game start, both coaches notified and aware of situation, referee notes on game day roster with coach signatures, visiting team notifies state office of game number within 24 hours, game is played that day, if violation found, game replayed at visiting team’s field of choice. • Visiting team can waive requirements except secured/anchored goals.

Uniforms • Home = Dark Away = Light • Jersey, shorts, socks noted in AffinityTeam Details • Teams MUST wear jersey/sock colors that distinguish themselves from each other • Conflict = Home team changes • Any tape on sock must match sock. Same color sock on both feet. • Responsibility of referee to enforce this policy

Sideline Policy • Home team shall have first choice of touchline and should designate at least 30 min prior to scheduled kick off • Coaches must remain within their Bench Technical area during the game even if the area is not marked. • Match Official may enforce AND suspend or terminate a game if a coach, player or spectator fails to abide by the request to comply with the sideline policy. • A substituted player may exit the field of play anywhere.

  34. When one Team doesn’t show up • The Referee will report the game as ABANDONED in the referee report. • The State Office will enforce UYSA policy.

UYSA Policy Section 6 • Print Section 6 and put it in your Team Binder!!!! • C-Pass (for Member Organizations only) - player can play in up to 2 games per day, i.e. Saturdays. • Can NOT deactivate a player on your roster to make room for a C-Pass player. • XL U10 can now C-Pass up to 4 games per season.
