Local Rent Supplement ProgramLocally-funded voucher program that mirrors the federally funded voucher program with key differences designed to address the unique dynamic of affordable housing needs in the District of Columbia. • Tenant-based • Assistance is provided directly to eligible families by way of a voucher • Families may only use the voucher in the District of Columbia • Project-based • Project-based assistance may be provided to existing, substantially rehabilitated or new construction units that meet Housing Quality Standards • Project-based units may include supportive services, but are not required to do so. • Sponsor-based • Assistance is attached to the Housing Provider for units that the provider owns, operates or leases. • LRSP funds may ONLY be used to directly pay for housing and may not be used for supportive services or administrative costs. • Housing Providers may shift the LRSP subsidy from unit to unit only if the units meet all DCHA requirements. • To be eligible for LRSP funding, a Sponsor-based Housing Provider must provide or otherwise facilitate supportive services for families living in LRSP units. 04/17/2014 DCHA Budget Overview
