  1. Missing fromOut of Home Care eWiSACWIS Enhancement

  2. Placement Processing • This change will enhance the Out of Home Placement processing when ending a placement for an ending reason of “Missing From Out-of-Home Care” by automatically creating a pending “Missing from Out-of Home-Care placement. This functionality will be similar to the existing Trial Reunification processing.

  3. Creating a Missing Child Placement • When a child is reported missing from placement, the social worker should document a 'Missing From Out-of-Home Care' Out of Home Placement for the child following the policies defined by the State.

  4. Service Ending • The process will begin by ending the existing Out-of-home Placement for the child. The worker will select the Ending Purpose value of "Placement Change within the Placement Episode" and the Ending Reason value of "Missing From Out-of-Home Care".

  5. Pending Placement Creation • Upon save of the service ending, the system will generate the following Informational message:

  6. Pending Placement Creation • Upon successful save of the finally approved service ending, the system will automatically create a pending “Missing from Out of Home Care” placement.

  8. Popup Messages • The question, “Is the End of This Child’s Placement a Discharge from All Placements?” will be answered ‘No’ by the system. • The pop-up message will be displayed for both the user and supervisor at time of approving the Service Ending for reason of Missing From Out-of-Home Care.

  9. Override Functionality • Once a placement has been ended for reason of ‘Missing From Out-of-Home Care’, the Override checkbox will be enabled within current page rules.

  10. One Provider • As part of the change the State will create a Default “Missing Child” Private Provider and all existing AWOL providers will be linked to it through the duplicate provider process.

  11. KIDS Questions • The KIDS values on Missing Child placement will all be defaulted to ‘No’ and disabled.

  12. Provider Address in Person Management • The Missing from Out of Home Care Provider’s address will automatically be inserted on the Address tab of the person management record for the child that is being placed. The address that will be updated will be the address of the Default Private Provider Address.

  13. Cannot Search Provider • As a result, the Search hyperlink is not available when creating the placement using the Default Missing Child Private Provider.

  14. Auto Selection of Provider • The Default Missing Child Private Provider ID and Name will automatically be attached to the placement Provider tab.

  15. Closing the Missing Child Placement • If the missing child is returned to care, the social worker would close the missing child placement. • When ending the Missing From Out-of-Home Care placement as anything other than ‘Reunification’ or ‘Placement Made in Error’, the system will display a pop-up message asking the worker if the child is returning to the previous provider (provided licensing requirements are still current for that provider). • The user can select ‘yes’ to return the child to the previous provider (and activate the associated automation) or select ‘no’ to end the placement.

  17. Closing the Missing Child Placement • If the worker answers ‘Yes’, upon final approval of the Missing Child placement the system will automatically setup the next placement with the same details as the placement prior to the Missing Child placement.

  19. Provider Address • The Provider’s address will automatically be inserted on the Address tab of the person management record for the child that is being placed back with the previous provider. The address that will be updated will be the address of the previous Provider’s Address.

  21. Perm Plan Modification • The question listed on the Placement tab will be changed: • From: Is this child considered a runaway? • To: Is the child considered missing from out of home care?

  22. Automated Messaging (i.e. email) • No automated messages for the Missing Child placement regarding the Evaluation of Safety will be generated as the state will be using only one provider record.

Automated Email – Fiscal Understanding • Change in Foster Care or Adoptive Placement (existing email – no changes other than communication needs to include fiscal staff so they know there was a placement change). • Automated messaging can be updated to include the fiscal person’s email address.

NEW Automated Email • Placement Status Change (Service Ending reason of Missing From Out-of-Home Care) New • To: The worker who initiated closing a placement for reason of ‘Missing From Out-of-Home Care’. • CC: None • Subject: Placement Status Change • Intent: The intent of the message it to notify the worker who initiated the ending that the pending Child Missing from Out of Home Care placement has been created. • Creation: The message is created when a placement is ending for a Service Ending Reason of: Missing From Out-of-Home Care. • Message: The placement for <child’s name and id> has been ended. A new pending Missing From Out-of Home Care placement has been created. Please open the pending placement under the <Case Name>(<Case_ID> case and complete the placement. If you have any questions please contact the helpdesk.

  25. NEW Automated Email 2 • Placement Status Change (Missing Out-of-Home Care placement ending) New • To: The worker who initiated the Missing Child placement ending. • CC: None • Subject: Placement Status Change • Intent: The intent of the message it to notify the worker who initiated the ending that the pending previous provider placement has been created. • Creation: The message is created when a Missing Child placement is ending for anything other than reunification or made in error. The message is used by all counties. • Message: The placement for <child’s name and id> has been ended and the child has returned to <provider id>. A new pending placement has been created. Please open the pending placement under the <Case_Name>(<Case_ID>) case and complete the placement. If you have any questions please contact the helpdesk.

  26. No Distribution for New Placement • The “New Placement” automated message will not be generated for these placements. • This is the message that is created when a placement is made at a foster home, treatment foster home, or private provider with current open placements.

  27. Reference Data & Conversion • Inactivate the Service Category of AWOL/Runaway and all the associated Service Types. • Create a new Service Category of: "Missing From Out-of-Home Care“ • Create a new Service Type of: "Missing From Out-of-Home Care" • Rename of the Placement Status value • From "AWOL/Runaway“ • To: “Missing From Out-of-Home Care"

  28. Service Ending Reason Conversion A • If the Ending Purpose for the following Ending reasons was a Discharge from of an Episode, the End Reasons will be replaced with “Missing From Out of Home Care”: • AWOL from Ct-Ord. Plcm-closing case • Runaway-NON Ct-Ord Plcm-closing case • The Discharge new ending reason will NOT engage the automatic placement processing. A pending placement will not be created.

  29. Service Ending Reason Conversion B • If the Ending Purpose for the following Ending reasons was a Placement Change within Placement Episode, the End Reasons will be replaced with “Missing From Out of Home Care”: • Runaway-NON Ct-Ord Plcm-NOT closing case • AWOL from Ct-Ord. Plcm-NOT closing case • The new ending reason will engage the automatic placement processing and a pending placement will be created.

  30. Template Changes • As a part of this enhancement, the following templates will be modified to incorporate the new Missing from Out of Home Care changes: • Permanency Plan template • Review of the Permanency Plan template • Milwaukee - 40 - Court Report for Extension of Dispositional Order - Child(ren) in Out of Home Care • Statewide - 99 - Court Report for Extension of Dispositional Order - Child in Out of Home Care • Milwaukee - 40 - Court Report for Extension of Dispositional Order - Children in Parental Home • Statewide - 99 - Court Report for Extension of Dispositional Order - Child in Parental Home • Statewide - 99 - Original Dispositional Report to the Court

  31. Perm Plan Modifications • Child’s Placement History – Current Placement. • Updates to the following bookmarks will be completed: • #12 – last checkbox change static text • From: AWOL/Runaway • To: Missing Child • #15 - Change static text • From Is this child considered a runaway? • To: Is the child considered missing? • #23 – Update static text from the sentence to read: • Child was attending school but is currently listed as missing from the out-of-home placement. • Template mappings to be updated.

  32. Ticklers • There are no changes to tickler processing as part of this enhancement.
