What could it be like? • The NHS re-positioned as a high reliability organisation, not an institution • “Education” at all levels for 1.4 million people helps people become re-skilled in safety and placing the human at the centre of process re-design, both patient and provider • Intelligent regulators act as mentors, setting the gold standard; but with a used big stick
