Mission: to provide the most environmentally sound waste management programs to the businesses and residents of Alameda County, CA. • 17 member agencies (14 cities, sanitary districts and unincorporated County) • Funded by fees at the landfill • C&D is just one of many programs of StopWaste.Org • Offer a variety of programs that range from home composting to schools recycling.

  6. Background • 802 is a 250,000 sf warehouse, 1 of 7 located at the former Oakland Army Base (OAB) in Oakland, CA • The Port of Oakland and the City of Oakland each own portions of these buildings

Warehouses at the OAB • 7 buildings slated for deconstruction at the OAB • Buildings can only come down when there is a plan for the for the property • The Port’s plan was to develop a portion of the OAB into an intermodal rail yard • Some buildings needed to come down to make way for those yards

Base turnover requirements 2006 • Both entities are directed by the terms of the Mitigation Monitoring and Reporting Program (MMRP- written 2000) • MMRP requires them to maximize the salvage and reuse of the wood in the Historical District warehouses • MMRP also requires to maximize workforce training opportunities for local residents

  10. Deconstruction Contractor Requirements • Responsive on one or more of the four areas of compliance: • Workforce development (prevailing wage and job training) • Timber Reuse Plan, • Local/Small Business Utilization, • Demolition and deconstruction Experience and Qualifications.

Partnerships • City of Oakland -vested interest to • understand process, ensure WMP upheld • The Port of Oakland - needed assistance in deconstruction monitoring, no prior experience • StopWaste.Org – wanted to create an opportunity to chronicle the project, promote deconstruction , obtain data

Project Monitoring and Reporting • StopWaste.Org initiated process to hire contractor • The City, the Port and StopWaste.Org financed the cost of the contractor (StopWaste managed contract) • Contractors role: • on site weekly • observe practices and salvage opportunities, • develop report on findings, • Create recommendations for best practices.

The Video Created a video for decision makers to better understand deconstruction process. • Illustrates the connections on how buildings are deconstructed, what happens to materials and who uses them • Marketing/promotional piece to champion the process • Two versions, 5 minute and 12 minute

How results will be utilized • Detailed report available for all activities that occurred during the project • Report includes a recommendation section for future projects (best management practices) • Report and video available at Stopwaste.Org • Road map for the City and Port of Oakland for best way to approach deconstruction of these buildings

What’s next? • Port and private partners (Railroads) put the project on hold due to lack of funding. • The City of Oakland now has plans for their portion of the OAB • Tenants (OMSS) to develop a 15 acre service facility for long haul trucking for imports thru the Port • OMSS will hire contractor and use best management practices developed by city • 1st phase to partially deconstruct 4 warehouses totaling 420k sf make way for this project
