HS Testing for Graduation (new June 30, 2013) Graduation Assessment Requirements • Class of 2014 • HSPE Reading*, HSPE Writing*, 1 EOC Math** • Classes of 2015 – 2018 • ELA exit exam, 1 EOC Math exit exam, EOC Biology • Class of 2019 and beyond • College and Career Ready Tests in ELA, Math, Science (Biology or NGSS) * HSPE last administered in August 2014 ** Current math EOC exams last administered in January 2015

  7. New Graduation Requirements: ELA * Reading and Writing HSPE last available in August 2014. ** This test is not available until spring 2015.

  9. New Graduation Requirements * Until Next Generation Science Standards (NGSS) are adopted, implemented and assessed, students will be required to pass the Biology EOC. After NGSS are adopted, implemented and assessed, they will be required to pass a Comprehensive NGSS Test. The for NGSS is undetermined.

  14. What is Smarter Balanced? • A consortium of 26 states and territories working together to build next-generation formative, interim and summative assessments for K-12 schools tied to the Common Core State Standards in English language arts/literacy and mathematics.

Ongoing Involvement • Pilot Test in spring 2013 involved over 650,000 students from all Smarter Balanced states (5% of WA) • Field Tests in spring 2014 will involve over two million students in all Smarter Balanced states (~33% of WA in Gr 3-8, and ~11% in HS) • Standard setting in fall 2014 will invite all teachers to participate in virtual “crowdsourcing” • Operational Tests in Spring 2015 (99% of WA)

Field Testing • March - June 2014 • Sampling about 20% of students in Consortium • Purpose: Evaluate items and tasks for Smarter Balanced pool… • Statistical data analysis of 20,000+ items • Divide items/tasks into secure (summative) pool and open (interim) pool • Conduct standard setting for different performance levels (“cut scores”) • US Dept. of Ed flexibility to avoid double testing • Still waiting for approval 17

Who is Participating in Field Test in WA? • 180 districts • 400 elementary schools • 150 middle schools • 150 high schools (will be double testing) • 5 elementary and middle schools in improvement have chosen to double test (MSP and field test) • Recommend double testing schools do field test online and MSP as paper/pencil

Smarter Balanced Field Testing • What about in High Schools? • All students need access to current tests (HSPEs & EOCs) for graduation • All 10thgraders will take Reading and Writing HSPE • All 10thgraders will take Year 1 Math EOC (unless previously passed) • All 10th graders will take Biology EOC (unless previously passed) • Students who have previously not met standard can retake any or all • Field testing on Smarter Balanced CCR is for grades 9, 10, 11(Math and/or ELA)

  21. Estimated Testing Times for 2014 Field Test and 2015 Operational Assessment Times are estimates of test length for most students. Smarter Balanced assessments are designed as untimed tests; some students may need and should be afforded more time than shown in this table.

What will this cost? • Smarter Balanced tests will cost the state about $30 per student • Includes both ELA and math • Includes digital library and interim assessments • Current Reading, Writing, and Math tests are about $30 per test, or $60-$90 per student • It will cost another $20 per student for state developed exit exams

  25. Collection of Evidence

Policies • A student can submit only one COE per content area (reading, writing, mathematics, and/or biology) during their high school career. • Students may begin to compile a COE while enrolled in Algebra/Int I, Geometry/Int 2, and/or Biology. • Only students who meet the eligibility criteria, including two attempts on the HSPE or EOC for a content area, may submit a COE.

  27. Request for Access Appeal A 12th grade student has attempted the HSPE or EOC only one time rather than the two attempts required to access the COEmay be eligible for a Request for Access Appeal if: • The student does not have an opportunity to attempt the EOC or HSPE a second time prior to the submission date and • The district assessment coordinator can provide a description of the circumstances that prevented the student from making the second attempt on the HSPE or EOC.

Format of the COEs • Reading, writing, and biology COEs are compiled and submitted online via the EDS system. • The secure EDS System can be accessed by educators who have students working on a COE. Work with your District Assessment Coordinator and building administration to make sure students are enrolled into groups & to review tasks. • Math COE tasks are accessed by the teacher through the EDS system, printed and submitted on paper. • Guidelines, archived webinars and other information can be found at http://www.coe.k12.wa.us.
