Distance Education: A Systems View • …suggest that following a systems approach guarantees that each component process in the virtual campus "can be controlled in such a way that it fully integrated with the development and operation of all other components, making each supportive of the others. This model ensures that all component processes are well integrated and interact with each other. Then the quality of the final product--that is, is the course--is greater than could be achieved by any of the component contributors acting alone. (Michael G. Moore and Greg Kearsley, 1996)

Distance Learning Perspective • The United States Distance Learning Association (USDLA) defines distance learning as the acquisition of knowledge and skills through mediated information and instruction, encompassing all technologies and other forms of learning at a distance. Other Definitions of Distance Learning • "Distance education" refers to the existence of a time distance and/or a physical distance between the student and professor, with a form of telecommunications technology utilized to bridge the gap. PROFNET Student Handbook • "Distance education" is instructional delivery that does not constrain the student to be physically present in the same location as the instructor.   9. Distance Learning Classes • “Acquisition of knowledge and skills through mediated information and instruction, encompassing all technologies and other forms of learning at a distance” (Bower and Hardy 2004)

Four Levels of Access • College must develop and provide technological resources and support services to students • Faculty need access to technology • Administrative access (at broad levels) • Central computer network technology process established to manage administrative and instructional processes for faculty, staff and students (Adapted from Watson, 2004)

  14. A “New” Information Technology Plan • The plan should be “driven by the colleges mission and should build on institutional commitments to other financial, educational and human resource plans. (Watson, 2004)

  15. A “New” Information Technology Plan • Develop and implement a college wide coordinated distance learning plan. This plan will focus on all forms of distance education including interactive teleclasses, telecourses, web-based courses and the integration of distance technology and resources into the traditional learning environment. • It will address the College's present and future organizational and staffing structure relative to distance education; the distance education delivery methods, including Internet based instruction; Missouri's distance education plan; linkages with other educational providers; strategies relative to credit and non-credit instruction. • This plan will provide the roadmap for SLCC's entry into the virtual college arena and describe the technology necessary to support the above initiative.

Distance Ed & Community College • Drivers to Change Delivery Methods - • Changing demands of student population, diverse demographics and increased costs (Baker and Gloster, 1994) • Community Colleges are leaders of Distance Ed • Driven by distinctive missions – underserved students • Technology • Workforce and BI partnerships (adults FT/PT) • Based on a Knowledge Based Economy (Technical Certificates in manufacturing, healthcare, transportation)

  17. Charge of Committee • Determine the contributions that technology can make in delivering education and learning to students in a cost-effective manner, focusing on access and convenience, while minimizing barriers of methodology, time and place. • The task force will develop a strategic plan for distance learning which includes a vision, broad directions, goals and operational plans.

  18. SLCC "Virtual Campus" • Would house administrative, faculty, professional and technical support functions in one unit or division of the college. This system’s model insures continuity of services, and creates a "one-stop shopping" access point for student concerns and problems. The unit would include: • An Administrator • Online Advisor • Online Registrar/Admissions Representative • Online reference librarian • Web Designer • Graphic Designer • Instructional Designer • Technical Support/Help Desk Representative • Unit Secretary/Educational Assistant

  19. Vision and Mission of SLCC Plan • “To provide convenient and sustained access to leading edge distance leaning courses that are aimed at addressing current education and workforce development needs” (Trzaska, 2006)
