9. Work Breakdown Structure (WBS) Element Capability - Background The FMMI solution originally planned to utilize the Cost Management (CM) module in SAP to record, track, report and control all expenses and revenues with the use of internal orders.
After a more in depth investigation, USDA decided the Work Breakdown Structure (WBS) Element capabilities that can be provided through the Project System (PS) module in SAP better meets the needs of the Department.
The WBS Element provides all the functionality of internal orders plus additional capabilities.
The use of the WBS Element will provide the ability to use hierarchical structures to provide USDA the ability to define project structures at various levels, collect cost at each of those levels, and fund at each of these levels.
The WBS Elements includes master data fields that allow the user to track key information for each project like responsible cost center (owning organization).
The master data fields and the WBS structure provides greater flexibility in reporting and tracking cost at various levels for the same over all projects. Office of the Chief Financial Officer 8
10. Work Breakdown Structure (WBS) Element Capability - WBS Element The WBS Element will be leveraged to support direct charge and costs allocation in support of financial, procurement and reimbursable processes.
The WBS Element will be leveraged as a cost object and replace the functionality provided by internal orders.
Therefore, the internal order capability will no longer be used; WBS elements will be leveraged instead.
The information provided by the Deployment 1 agencies on internal orders is still applicable and will be used in the overall designs for the Work Breakdown Structures.
There is a one-to-one relationship between the WBS Element and a Funded Program.
For every WBS Element there will be an identical Funded Program and both these master data elements will follow the same numbering convention.
This will enable the Funded Program to be automatically derived once the WBS Element is entered into a transactional screen.

12. Work Breakdown Structure (WBS) Element Capability - Benefits Use of the WBS element provides additional capability in the reimbursable process
Utilization of the WBS element functionality for the reimbursable process provides additional billing capability such as advanced order processing and inception to date billing. It also provides an alternative document billing structure. For example, it provides the ability to post cost to one WBS element but allocate the billing of those costs to sub WBS Elements automatically based on percentages.
The PS Module provides additional capabilities that could be assessed for future incorporation such as project planning (e.g. annual planning), cost estimating, forecasting.
Other government agencies of the same size and complexity as USDA also utilize WBS elements which can provide USDA additional knowledge sharing / benchmarking opportunities
